一、 由於城鄉之間的經濟優劣勢差距多,間接影響了城鄉之間人們對經 濟情況的看法,也影響了他們的消費行為。因此建議相關單位可試 著加強城鄉之間平均性的發展,平衡城市與鄉村的資源配置,如此 一來即可緩和城鄉居住者心中的不平,使差異變小。

二、 教育程度不同帶來了競爭力的差異,間接影響了宜蘭地區人們對經 濟情況之看法,因此相關單位可增強教育方面的制度,強化人力資 源,增加競爭力。

三、 世代改變下,青壯年族群的價值觀改變,使其消費行為偏差,物質 慾望變高、不僅注重品質的享受並且還好面子。鑒於此情況,建議 家庭和教育單位需一同努力實施「價值觀」的基本教育,以匡正青 壯年族群偏差的消費行為。

四、 近年來全球原物料等供給性財貨短缺,使得生產成本提高,物價也 因此而攀升。此種全球性的通貨膨漲,為近年經濟體系的趨勢,縱 使相關單位有實施利率升息政策控制物價,也無法抑制物價攀升的 壓力,這也使得有子女者經濟壓力上昇、所得低下者實質所得減少,

影響了他們對經濟情勢看法與消費行為的差異。倘若相關單位對政 策的實施以另一種看法觀之,以政府支出政策代替利率升息政策,

或許可提高就業機會,提升整體經濟成長,努力使人民所得增加幅 度大於物價上升幅度,即可彌平通貨膨脹帶給人民的壓力。
