6.3 建議
第一(或二層)國家，由於具備科技優勢，因此可藉由不同的角色 扮演來影響第三層國家國防政策發展。在開發中(或新興工業化)國家 的產業發展上，由於相關先進科技與專利亦大都掌控在歐、美、日等 先進國家的手中，其如何影響科技較落後國家的產業或企業發展，對 我國科技策略制訂是值得探討。本研究從科技觀點與角色互動模式概 念，似可延伸運用到開發中(或新興工業化)國家產業 (包括汽車、電 子、光電、通訊)發展，探討強國、強企業與小國、小企業之對抗、合 作互動關係，亦是值得研究議題。
軍事科技自主研發能力的維持與提升，不僅使我國可爭取外購系 統裝備的談判籌碼，且可影響美國及中共對我國國防政策發展的角色 扮演與影響力。我國在物力資源有限的環境下成立中科院，歷經三十 餘年，好不容易逐步建立初步的研發能量，正因有此基礎，使我國在 外購軍品市場上具有較充足的談判籌碼，能影響美國由武器限制者的
角色，改為武器供售者角色；中共在軍事威脅與軍援阻斷角色上得以 減低。因此，若現階段以外購為主的武獲政策持續維持，除將摧毀我 果辛苦建立的研發能量外，且使我國再度對美國或其它西歐國家(第一 層或第二層國家)造成依賴，國防政策發展更將受到其影響控制，而難 以自主。故為了國家長遠自主發展與安全，我國武獲政策實宜檢討與 調整，並在外購與自主研發比例上，進行合理的規劃與研究，以降低 其它國家對我國的影響力。
