後續研究建議

縱上所述，國際間雖有許多提供防救災知識的網站，但從其知識分佈的概略 情形和分類過中，我們可以發現，各個部門之間對於知識建構的面像仍然有所差 異，而在某些面向，如減災階段的知識、戰爭種類的災害知識等，整體來說，皆 有所不足。而在知識管理方面，各網站所提供的知識，雖然內容豐富，但卻顯的 龐雜而難以完全符合使用者的需求，並未有一較完整的知識平台，對各不同部 門、不同類型的知識進行整理與介紹。為彌補此一缺失，一個由政府所主導，將 各個部門所具備的知識進行整合的中介平台，應是知識管理的下一個重要課題。

本研究整理出三個方向，以供後續進行之研究參考：

一、目前國際間網站雖然具備各類防災知識，但仍須有一完整的整合知識平台，

將這些知識進行整理後，透過一個單一的入口網站，將這些知識能在最短的 時間內傳遞給有需要的使用者。因此，一個電子資訊系統的設立，是知識管 理下一步的重要工作。

二、瞭解本國災害防救知識分佈之現況：本期之研究，主要是針對國際間之防災 知識分佈概況進行檢視。下一步之工作，可針對本國之知識分佈情形，進行 檢視。在瞭解本土之防災知識分佈的情形及程度之後，也必須明確的將這些 知識進行分類與整理，和上述所建議之知識平台資訊系統結合，則可將知識 傳遞予欲使用者。

三、整合各部門之資源與知識：從本期的研究結果發現，除了政府部門之外，其 他種類的組織，諸如大學、企業等所提供的知識，也都具備有災害管理知識，

且在面向上都有與政府不同之處。以知識管理和治理的理念角度而言，政府 做為一領航者的角色，必須整合各種資源，促進知識之分享，並主動提供本 身所具備的知識，以增進民間社區的自救能力。
