第二節、研究建議與展望
現今蒙古外交政策與冷戰剛結束時，有明顯的不同，上世紀末蒙古因歷史因 素，所以對中、俄採取保守的等距外交，也使得蒙古國內親華派和親俄派有了合 作的空間，在外交上也讓蒙古有獨立自主的可能。然而對蒙古而言，會採取等距 外交的另一重要因素乃是因為先天地緣政治的侷限，如何降低先天侷限所帶來的 影響，第三鄰政策提供了蒙古不一樣的嘗試。

蒙古實際上只有兩個鄰國，第三鄰政策的出現，係屬於抽象的政治概念，而 美國在蒙古尚未脫離蘇聯時便積極的與蒙古接觸，蘇聯解體後，美國順理成章的 成了蒙古最重要的盟邦。除了美國外，日本、印度、北約等國家或組織，也在不 同時間點積極響應蒙古的該項政策，在 911 事件後，蒙古的國際角色因美國的國 家安全需求而提升。蒙古對美國而言不僅是戰略要角，也是後社會主義國家轉型 民主政治的示範區，蒙古自身也肯定民主政治在蒙古的適用性。然而在 2012 年 下半年，蒙古的經濟開始下挫，也讓蒙古當局偏重執行第三鄰政策的主軸轉向，
美國在蒙古外交上確實讓蒙古提升不少，但蒙古經濟卻未曾離開中國過。經濟疲 軟的蒙古從被動的等距外交漸轉為主動的與中、俄兩國積極的合作，在中國提出
「一帶一路」的戰略計畫時，蒙古便提出「草原之路」與之對接，希望藉由該計 畫能挽救蒙古垂危的經濟。214區域均衡是小國外交普遍追求的目標，蒙古自冷戰 以來雖然國際地位提升，但經濟高度依賴單一國家的結果，勢必會犧牲部分主權。
從蒙古的例子可發現，夾在大國之間的小國，為了維護國家主權，除引進區域外 的其他國家勢力外，小國自身的經濟才是關鍵。
經濟發展與主權獨立，也是台灣面對兩岸關係時最常出現的抉擇。中國經濟 對台灣經濟而言，也是重要的出口國，不但如此，台灣的境外觀光客也以居住地 來自中國為大宗。台灣與蒙古相比，在經濟上依賴中國程度比蒙古依賴中國低，
雖然小國經濟強弱直接影響國家獨立自主的程度，但從蒙古的例子裡，一個健全 的、不過渡依賴單一市場的經濟，才是經濟安全的首要考量，台灣亦然。最後，
由於本研究主體是蒙古官方期刊，對於來自蒙古民間的聲音較難呈現，且 17 年 份的文獻只能表現出蒙古於冷戰後的對中論述，無法涉及自蒙、中建交以來，雙 邊關係進展過程中的各項細節。不論如何，本研究的目的是提供一份不論中文或 英文文獻皆較少涉及的基礎研究，而透過這項研究，未來有志於從事蒙、中關係
