第五章 結論與建議
第三節 研究限制
本研究囿於資料收集、研究時程及研究對象實際運作情況等因素，
首度嚐試利用 DEA 模式進行護理之家效率評估，在研究過程受到部分 限制，其中最主要的限制歸納為以下幾項：
(一)由於本研究受限於樣本個數及資料來源不足，僅能選擇 19 家護理之 家，及產出項照護服務品質資料只能取得 92 年全國全面訪查結果評 分，僅能選取一年的資料進行分析，並無評估長時間與多期的生產 力改變與效率關係，恐有偏頗。
(二)國內相關文獻不多，無法參酌相關分析致影響深度探討。又本研究 也未將環境變數 (如各地理區域民情風氣及經濟情況 )納入模式中進 行分析。
(三)本研究僅搜集 92 年度營運資料進行分析，因跨期資料搜集不易，且 可能會使本研究計量化研究進行增加困難性。
(四)由於財務性資料在國內各行業均視為機密不外洩，尤以與成本相關 資料更難獲得，加上本研究樣本護理之家經營都在 3 年以上，管理 者的異動，使得與財務有關之資本門資料取得更是雪上加霜，因而 事業成本僅能以維持日常經營費用之經常門為代表，對經營效率評 估之正確性，恐有一定程度之影響。

(五)DEA 方法衡量是相對效率而非絕對效率，當受評的機構投入與產出 組合改變，相對效率會不同，所以有無效率是指現有績效衡量指標 組合下，受評的護理之 家之相對效率關係。
