(A)Hopes for completing constitutional reforms in the National Assembly before July appeared dim this week after talks between the ruling Kuomintang and the opposition Democratic Progressive Party collapsed on June 10. The breakdown stemmed from an argument over when to suspend elections for the National Assembly, the Taiwan provincial governor, the provincial assembly, rural and urban township magistrates and county municipality mayors, and the respective councils of these municipalities and townships.
(B)Taiwan is not significant cultivator or producer of illegal narcotics, but the illegal consumption of both heroin and amphetamines is a serious social problem.
