根據上述研究結論,本研究針對規劃解說導覽方面提出下列建議,以供相關 單位及後續研究者之參考:

5.2.1 規劃解說導覽方面建議

a、加強解說導覽員對提供解說服務的態度

研究結果顯示,態度對行為意向的影響力最大(R2 = 0.42),解說導覽員 提供生態解說服務之態度為正向且顯著影響提供解說服務的行為意向,雖然 生態區遊客對生態環境及安排解說導覽員態度已經為正向。但從問卷調查發 現,生態區遊客對生態解說導覽服務之態度的期待良好,以提供優質解說導 覽服務增進遊客預期態度,故本研究針對相關單位的建議如下:

(a)、 舉辦專業解說員培訓:

建議請專業單位(如:墾丁國家公園)培訓「專業解說導覽員」,經甄 選、培訓、考試、實習及考核一連串專業培訓機制,以訓練最優質且專業 解說導覽員。

(b)、 規畫設計解說導覽及管理:

專業解說導覽員成立自治組織,並經由墾丁國家公園培訓當地社區居 民成為專業解說導覽員,不但增加在地居民工作機會並使社區更加認同在 地文化,另外可提供量與質兼具的專業解說導覽員。規畫解說導覽事前預 約或每日定時解說安排上,在地解說導覽員可相互支援及調動,使人員安 排上更具高機動性,Tyrväinen(2001)研究提出積極管理會提高遊客支付費 用的意願。因此,龍鑾潭生態保護區規劃良好專業導覽解說管理制度與組

織,將會提高解說願付價格與解說服務品質。

b、加強解說導覽人員提供解說服務及生態區遊客願付價格的知覺行為控制 認知

研究結果顯示,知覺行為控制對願付價格的影響力最大(R2 = 0.67),雖 然知覺行為控制平均值已經很高,如何讓生態區遊客繼續保持亦相當重要。

所以本研究針對規畫龍鑾潭生態保護區解說導覽人員提供解說服務專業性 及收費運用建議如下:

(a)、 提供解說服務專業性:

生態區遊客藉由解說導覽對龍鑾潭生態保護區能更近一步的認識與 了解,且遊客能於解說服務過程感受到專業與愉悅。Mmopelwa、Kgathi 和 Molefhe(2007)研究發現若改善並增加旅遊過程中解說服務品質,遊客 將會有更高願意支付解說費用。因此,建議培訓在地專業解說導覽服務人 員,並提供便利性及客自化解說導覽服務,使生態區遊客不論是散客或團 體遊客,針對不同服務對象給予適切的解說導覽服務,皆能提供良好的時 間安排與解說動線;另外,語言提供部分可規劃培訓國語、台語及英語的 解說導覽人員,以提升旅遊過程之解說導覽服務品質與滿意度。

(b)、 經費規畫用於生態維護:

研究中遊客支付經費用於生態保育之願付價格意願最高,故建議向遊 客所收取的解說導覽服務費用,將之規劃用於龍鑾潭生態保護區雁鴨生態 維護;Mmopelwa、Kgathi 和 Molefhe(2007)提出將收費規劃使用於解說導 覽人員培訓外,並需考量預留部分收入運用為維護及保護生態區生物多樣 性。Krug、Suich 和 Haimbodi(2002)提出遊客重遊國家公園和自然保護區 取決於遊客所支付費用是否運用在維護與保護生物多樣性。澳洲西部 Ningaloo 國家公園向每位遊客收取澳幣 15 元,資金為每天用於國家公園 理相關研究、管理和教育有關鯨魚生態(Davis & Tisdel, 1998)。芬蘭遊客 願意支付費用於參訪生態保護區,並對於個人安排休閒時間於生態保護區

(Tyrväinen, 2001)。因此,龍鑾潭生態保護區將經費規畫運用雁鴨水鳥生 態區保育及研究,不但能永續維護生態區,並也將提高生態區遊客安排解 說導覽之願付價格。

5.2.2 對後續研究者的建議

a、本研究探討「延伸計畫行為理論」分析結果,模式對願付價格的解釋力 只有 17 %,可得知尚有其他影響因素的存在。因此建議後續相關研究將 可能的影響變數一同納入計畫行為理論研究探討。

b、本研究僅針對模式中各變項間的直接關係進行探討與瞭解,而未考量其 中之間接影響,建議後續研究可進一步瞭解各變項間的關係及其影響。

c、研究中受訪者社經背景僅作描敘性統計分析,建議未來研究可將社經背 景納入分析,探討其對行為意向及願付價格的影響性。

d、本研究只針對龍鑾潭生態保護區的遊客進行生態旅遊及解說導覽服務願 付價格行為模式之驗證分析,建議後續研究可推展至其他生態保育區的 遊客,探討是否不同的地區性會影響遊客的行為模式。

5.3 研究限制

a、研究區域之獨特性限制

本研究只針對墾丁國家公園龍鑾潭生態保護區內之遊客進行問卷調查,

由於此生態保護區屬於雁鴨生態保護區,為一台灣南部冬季雁鴨聚集地區,

故使生態區具有特殊性及獨特性之景點。此外,墾丁國家公園內因生態環境 豐富,過境雁鴨或鳥類之活動範圍除龍鑾潭生態保護區外,分散佈及至墾丁 國家公園其他生態區,如南仁山生態保護區、龍坑生態保護區及社頂公園等,

因此抽樣未能普及,研究結果推論至其他國家公園有其限制性。

b、管理單位對遊客願付價格之影響

墾丁國家公園為國家所屬生態區設立之公園,遊客於此遊憩過程中,除 了少數景點收取停車費以外,大部分遊憩區皆為免費進入,另外,解說導覽 服務皆採公營團體免費預約及定點定時免費提供解說導覽服務,使遊客認知

為公營單位需無償支付管理、保育及提供解說導覽服務,且解說導覽人員的 解說方式不同,再加上遊客基於個人因素拒絕答覆解說導覽服務之願付價 格,故造成本研究就無法確實預測出真實意願所支付之費用。

c、測量模型上的限制

本研究以計劃行為理論中的態度、主觀規範及知覺行為控制探討遊客對 於生態區安排解說導覽服務行為意向之影響,與條件價值理論探討願付價格 之費用,對於其他可能影響因素並未加以討論。
