第五章 結論與建議
第二節 建議
經前面的研究結果,本研究將分別對政府及後續研究者提出不同之建 議。其建議分述如下:
一、對政府建議:
(一)研究顯示,投入因素對研發人員生產力及新產品成功商品化之影 響,會因企業規模不同而有差別。表示,企業因規模的大小不同,
其所擁有的資源不同,對風險規避的觀念亦不相同,使得投入因素 影響產生不同的結果,因此,政府在審查企業之申請案件時,可針 對企業規模的差異給予不同的審核規範,使補助款能發揮更有效的 配置,以提升企業之研發人員生產力及新產品成功商品化機會。
(二)研究顯示,投入因素對研發人員生產力及新產品成功商品化之影 響,會因產業性質不同而有差別。表示由於產業性質不同,其所面 對的環境及競爭對手不同,對新產品開發能力及風險的承受程度亦 不相同,使影響新產品開發績效的投入因素產生不一樣之結果。政 府在審查案件時,可依產業性質的差異給予不同的鼓勵,使需要研 發經費扶植之產業,能獲得更多支援,進而提升我國產業國際競爭
應可對其它相類似的計畫,如傳統產業開發新產品計畫、業界開 發產業技術計畫及研究發展貸款計畫等,作比較性研究,以了解 各計畫投入因素之差異。
(二)本研究僅針對企業接受政府補助計畫後的實證研究,並未對企業 接受計畫前的相關資料進行蒐集及研究,後續研究者可針對企業 接受政府補助前與補助後,做一實證研究與分析,將可更了解企 業受益的程度。
(三)本研究對於只限於次級資料的蒐集,後續研究者可進一步,對於 接受補助之廠商進行實地訪談,將有助於了解新產品開發關鍵成 功要素。
(四)本研究己成功找出投入因素對專案績效的影響。惟是否有其它因 素,如研發能力、專利等,後續研究者可進一步納入研究。
