第七章 結論與建議

7.2 建議

1. 我國各港埠合作方式之建議。

我國四港中基隆及臺北港可採互補合作之方式進行合作。客運方面,臺 北港不發展客運由基隆港發展;貨櫃方面,則是臺北港以遠洋航線為主,基 隆港以近洋航線為主;港埠功能方面,可將臺北港視為北部樞紐港埠(Hub Port),基隆港為支線港 (Feeder Port)。由於臺北港目前尚未興建完成,未來 七座碼頭完工的年作業容量約450萬TEU,與2008年世界排名前二十名之國際 貨櫃港平均運量約一千萬TEU相距甚遠。若臺北港沒有再擴建之規劃,未來 勢必需要基隆港之輔助方能成為一個國際樞紐港。此外,我國四港亦應進行 競爭中合作並在業務及功能上予以適當的整合。競爭中合作首先可從港務資 訊系統之整合,再到關貿港系統之整合,使我國整體運輸供應鏈能做到完整 的連結。近來四港所採取之自由貿易港區聯合招商,亦是競爭中合作的體現。

然而,若能完整規劃、區分及執行各港自由貿易港區主要業務,對我國整體 競爭力之提升將更有幫助。

2. 港際間貨櫃流量資料系統建立之建議。

過去探討港埠間關係的文獻極少,原因之一在於相關資料之缺乏與不易 取得。若能有港際間之貨櫃流向與流量資料,將有助於分析國外相關港埠對 我國港埠的影響及互動情形,亦有助於我國未來港埠合作或發展之規劃。因 此,建議交通部門及港務局應設法建立港際間的進出口及轉口貨櫃流量之資 料庫,以利後續研究能深入探究及分析港際間關係,對未來港埠發展與規劃 將有所助益。

3. 我國政府政策執行力之建議。

雖然我國對各港之任務分工皆有規劃,但是本研究結果顯示,我國政府 政策對整體港埠競爭力並無顯著影響,甚至對區域內港埠整合有負向的影 響,主要原因在於長期以來政府未能有效的主導港埠營運發展的整合。任由 各港自行發展的結果,很難避免不必要的內部競爭與重複投資,故建議政府 應強化對國內各大港埠發展整合的規劃並落實督導執行,以增進整體港埠的

營運能力及對外的競爭力。

4. 後續研究之建議。

至於港埠間長短期關係的探討,本研究受限於無法取得港際間貨櫃流向 與流量資料,僅能以時間序列的方法分析,難以深入了解港埠間之複雜互動 關係。倘若該等資料能夠取得,亦可重新據以深入具體的剖悉我國與國外各 主要港埠間之互動關係。

由於本文僅探討同一國家區域內之港埠合作、整合之研究,未來除可更 深入探討不同的港埠合作方式對整體港埠競爭力之影響外,亦可擴大探討不 同國家與更大區域內港埠之合作型態及方式。此外,提升港埠競爭力除了可 藉由港埠間的水平整合外,與航運業者或其他市場參與者如何進行垂直整 合,以發揮更大的效果,亦是值得繼續探討的課題。
