四、 公務電子郵件之鑑定方法建議採用美國 Capstone 鑑定法
目前美國聯邦政府所採用的 Capstone 鑑定法是較為一般行政人 員及檔案管理人員共同所能接受的鑑定方法，檔案管理局可以參酌美國 聯邦政府之作法，請各機關提交各機關內各職位人員的電子郵件地址並 輸入系統，依據職位高低、業務範圍，分別給予不同的保存年限，使用 者在收發信件時系統得以自動判別郵件地址並歸類，承辦人員如認為該 信件重要程度所對應的年限不妥，仍可手動調整，惟仍應遵守保存年限 表之規定。使用此方法可以初步鑑定公務電子郵件之價值，並可考慮與 主管鑑定法並行，使行政主管或單位內檔案主管單位負責二次鑑定。
第三節 後續研究建議
將公務電子郵件納入電子檔案管理作業程序之政策，儘管在歐美 先進國家都仍處於起步階段，無論在理論及實務上，相關研究少之又少，
研究者將於本節提出後續研究建議，供未來研究本主題之研究者參考：
一、 更多國家或地區的公務電子郵件管理制度研究
本研究僅研究了美國聯邦、美國肯塔基州、英國、澳洲、香港等 國家或地區之公務電子郵件管理制度，研究者受限於語言能力及時間因 素，僅能整理上述英文或中文先進國家或地區之制度，實際上非以英文、
中文為官方語言之先進國家或地區仍有許多，且公務電子郵件納入檔案 管理程序已逐步成為趨勢，相信不只上述國家或地區擁有類似制度，且 美國除了肯塔基州，許多其他州也有各自的公務電子郵件管理制度，因 此後續研究者可嘗試研究更多國家或地區之電子郵件管理制度，使本主 題之國外制度研究得以更為完整，以供我國施行相關制度時有更多資訊

得以借鑑。
二、 公務電子郵件管理系統之建置
公務電子郵件納入電子檔案管理作業程序後，勢必需要開發相關 系統來配合實施，該系統應如何建置、應具備何種功能、人員權限應如 何配置、如何簡化使用者的操作等細節問題，本研究尚未深入探討，後 續研究者得針對軟硬體之建置提出更深入的研究。
三、 Capstone 鑑定法在我國之可行性研究
Capstone 鑑定法近年甫在美國聯邦政府實施，其實施之成效、優 劣尚未有較深入之研究，且美國聯邦政府與我國各級政府之系統及制度 顯有不同，美國聯邦政府所實施的 Capstone 鑑定法是否可移植至我國 政府實施尚有待研究，後續研究者得針對 Capstone 鑑定法在我國實施 之可行性提出進一步的探討。
