第五章 結論

第三節 未來研究方向

本研究在後半部分探討了福島核災後日本電力產業的管制改革,包括核電 安全與市場自由化,並對兩項改革做了初步的分析。由於本文的寫作時間與日本 電力產業管制改革相去不遠,目前較缺乏關於NRA 的獨立性與是否有委員在退 休後同樣會到電力事業擔任要職,及是否會接受來自企業的賄賂或其他對價關係 導致管制效能大打折扣;此外,由於METI 和其他企業與 GEU 的合作模式在核 災後產生到變動,在METI 的扶植下,許多企業紛紛成立 PPSs,成為 GEU 的主 要競爭者,雖然資料顯示PPSs 的市佔率有明顯上升趨勢,但本研究也期望可以 更長期追蹤數據的成長或停滯,來更清楚地界定電力市場管制改革的成效。以上 這些都是學術先進、後輩,以及作者本人未來可以深入探討的方向。
