第三節 未來研究建議
由於本研究受限於全球疫苗產業環境及我國疫苗產業現況產、
研人士訪談之初級資料取得，多以次級資料做為研究的主體。本研 究發現，亞洲地區相信是未來 20 年疫苗產業的經濟發展中心，我國 疫苗產業發展與我國位於亞洲地區經濟中心位置，可以看出有一定 的重要性，除了流感疫苗自製能力之外，疫苗產業應提升為獨立性 產業，提升成為我國生技產業應以疫苗當火車頭，創造價值賣給疫 苗廠。目前我國疫苗產業或許發展尚未成熟，未來仍值得深入探討 我國疫苗技術轉移代工潛力的可行性或是探討我國疫苗產業應採取 的策略發展模式？
我國疫苗政策的持續發展，極需要醫療健康照護資源的整合策 略，方能克服目前經費不足、財源確立執行不彰的現象，本研究以 籌集財源作為問題探討及實務建議的剖析主題，未來疫苗籌集財源 方式的建議及評估是值得深入研究，並期待制度的改變，為民眾帶 來更多的福利。
