第二節 研究意涵建議
壹、 增加公民行動的課程於高中公民教育中
本研究發現高中公民教育可以對學生政治效能感及公民參與產生影響，
且高中公民教育可以使學生公民參與程度提高。不過修習高中公民教育後，會 使學生政治效能感降低。形成這個現象的原因，可能與現行高中公民教育課程 著重知識的傳遞與技能的培養有關。若是政府希望改善此情況，則必須改變現 行高中公民教育的課程內容或是課程進行的方式。
目前的高中公民教育，在高一的正規課程中，一周只有兩節課。教師只能 在課堂上，做知識、技能的傳授，就算要培養情意，也沒有足夠的時間以活動 內化學生的內心。學校是學生的日常生活中，與公共事務最相關的場域，學生 可以藉由參加學生會或是社團，影響學校的公共政策。不過政府對學生而言太 過遙遠，雖然修習高中公民教育能讓他們了解自身的權利義務，但對於自己能 不能影響政府的決策，還是有所疑慮。若是教師可以多設計一點與政府相關的 議題探究活動，讓學生在公民課程中除了吸收公民知識之外，也可進行公民參 與的行動。也許有機會使學生藉由活動的參與，對政府的施政有更進一步的認 識，藉此提升學生政治效能感。此建議也與接下來的 108 課綱的設計不謀而 合，在 108 課綱中高中公民與社會科需開設探究與實作課程，教師可以利用這 堂課，讓學生透過公民行動的過程，提升其政治效能感。如此一來，則可以達 到同時提升學生政治效能感及公民參與的目標，使民主政治的運作，更加穩健 順利。

貳、 以成年公民為研究對象
由於本研究對象為高中生的緣故，使得在政治效能感及公民參與的調查 部分，題目並沒辦法符合狹義政治參與的內涵，只能針對學生可以接觸到的公 共事務為主。如果要更精確的知道高中公民教育對政治參與的影響，建議之後 的研究者可以以成年公民為研究對象。不過，此處的成年公民最好是剛滿 20 歲者為佳。因為，他們剛接受完高中公民教育，在此時期調查才有助於排除其 他因素的干擾。同時，滿 20 歲的成年公民，即具有投票權。可以對他們針對 狹義的政治參與行為進行調查。因此，建議對這個議題有興趣者，可改以成年 公民為研究對象，以分析高中公民教育對狹義政治參與的影響。
