第三節 研究限制與未來研究建議
在本節當中,第一部分將會說明本文的研究限制,第二部分則會提出未來的 研究建議,以作為後續研究者之參考。
壹、研究限制
一、時間範圍上的限制
本文主要是以 2016 年至 2018 年之時間,作為本文的研究範圍,但誠如前 述,臺北市政府的府級策略地圖,每年都會進行滾動式修正,而今年度(2019 年)
的府級策略地圖,由於還仍在執行階段,因此本文可能無法深入了解及蒐集到這 部分的相關資料。
二、樣本代表性較為不足
在研究對象上,本文主要根據「機關的業務屬性」和「次分組所擁有的協力 目標數量」,而選出了兩個次分組(B 組、E 組)。不過,這兩個組別裡面的機關,
也不是所有的機關,都願意接受研究者的訪談,加上僅透過兩項根據來選擇這些 機關,可能還是會忽略掉某些機關之間的差異性,因此本文的研究結果不宜過度 推論到其他的次分組上。
三、研究方法上的限制
在研究方法上,本文主要是採用深度訪談法,不過在訪談的過程中,受訪者 自身的價值觀、認知,以及因訪談情境而產生的防衛心理等因素,都可能會對研 究結果的真實性,造成影響。

貳、後續研究建議
一、對本文的研究對象,進行後續追蹤
由於今年度(2019 年)的府級策略地圖,還在執行當中,故研究者對於這部 分運作的探究,可能並不是很深入。不過,重要的是,今年度的府級策略地圖,
有進行了比較大幅度的修訂,因此未來也可針對本文的研究對象,再進行持續觀 察與討論,看看是否會有不一樣的發現。
二、透過量化途徑,來了解次分組各機關的互動情形
誠如前述,在協力研究中,「協力過程」一直是學者們所關注的焦點(Ansell
& Gash, 2008; Bryson et al., 2006, 2015; Gray & Wood, 1991; Thomson & Perry, 2006;
Thomson et al., 2009)。此外,本文在資料蒐集上,主要是採用深度訪談的方法,
同時本文也建立了初步的架構,而未來若能參考 Thomson 等人(2009)所建構 的「協力過程量表」,來對次分組各機關之互動情形,展開調查的話,或許對於 此議題會有更完整的了解。
