第三節 研究限制與未來研究方向
本研究因人力以及時間上之限制,僅以臺中市政府轄下機關為研究對象,但 由於各地方政府的組織以及政策並不完全相同,因此本研究結果不一定能類推至 其他地方政府。此外,本研究訪談的局處並無法代表所有局處承辦人員會遭遇到 的問題,各個機關屬性不同,遭遇問題也會不同。以目前訪談10 個局處的情形而 言,願意接受訪談的機關心態上可能較為開放,而部分局處在請求訪談時則是予 以婉拒,因此本研究結果應能視為各機關常見的影響因素,尚無法推論至全部機 關,需後續相關量化研究以進一步檢測。最後,此研究為個人獨立進行之研究,
在資料分析及歸納上可能因個人主觀認知而產生偏見之情形。
由於本研究是以跨機關資訊分享的觀點分析政府釋出開放資料的影響因素,
然而實際推動政策的執行者為公務人員,由本研究可知,推動政策也會受到公務 人員個體的狀況所影響,因此後續研究建議可從公共行政方面的觀點著手,以探 討公務人員動機的相關理論進行研究與分析。此外,亦可以嘗試使用探討個人行 為的計畫行為理論進行深入研究,以瞭解這些因素如何影響公務人員推動政策的 情形。本研究也藉由受訪者所言以質化方式初步探討因素之間的關係,後續研究 亦可以建立相關統計模型,對因素之間的關係進行檢測,以達到量化驗證的效果。
如前所述,本研究採個案研究方法來探討,將結果推論至其餘地方政府並不 一定適用。根據研究資料顯示,政府難以量化釋出開放資料後的回饋,對於政府 而言,開放資料的效益難以評估,民眾受益的回饋多是回報給第三方而非政府單 位。因此研究者建議後續研究可以以民間企業組織為主,並以開放資料應用的個 案為研究對象,對其探討在應用開放資料所遭遇的困難或是獲得的益處,期望能 夠從中歸納出民眾的回饋以及意見為何,並以此協助政府參考發展評估標準。
此外,後續研究方向可以以非直轄市的地方政府為研究對象,以此瞭解不同 階層的地方政府不同之處。而本研究由於人力以及時間限制,無法將臺灣與各國

進行詳細對比,未來研究可以針對法令制定、授權模式以及資訊系統平臺等相關 項目將臺灣與各國進行對比,以此瞭解臺灣政府目前可以持續發展的方向,也能 夠提供臺灣政府後續推動的參考。
