EM 計畫對提昇歐洲文化吸引力而言，我們已可從該計畫評估報告中得知確 有其實質效益，這些是屬於近程可預見之成效，從長遠觀點來看，畢業生返國後 於其國家工作時才是公眾外交發揮漣漪效應的時候，然而由於該計畫第一階段剛 結束，無法立即評估受獎生返國後的就業力及更長遠的是否影響該國政策制定等 層面，現今既沒有有利的數據也沒有實例可以證明 EM 獎學金計畫長期來看對歐 盟公眾外交是否產生發酵作用，因此筆者建議可在該計畫執行第二階段完畢 (2013 年以後)再來研究並比較兩階段畢業生返國後的成就及影響力(當然這也需 視歐盟是否持續追蹤第一階段畢業生的現況並公佈相關評估報告)，相信在時間 洗禮下的畢業生人數越多，所得到的數據及實例也會越豐富。
此外針對獎學金提供是否造成人才外流的負面效應，筆者建議同樣可俟 EM 計畫第二階段結束後之評估報告，再進行後續觀察歐盟對人才外流所進行的應變 措施。
二、總結
由於台灣特殊的地理位置及歷史淵源造就出今日獨特的國際地位，台灣的未 來該如何發展也一直是國人關切的問題。古代鎖國政策的作法既已不符全球化下 的時代潮流，如何與國際接軌成為世界各國面對的挑戰之一，越來越多國家選擇 剛中帶柔，柔中帶剛的方式，更積極運用公眾外交的各種手法以爭取國際共識與 認同。除了美、英等國皆有專門負責該國公眾外交事務的部門外，中國外交部於 2009 年設立「公共外交辦公室」，宣佈未來將更加強中國公眾外的運用，建立公 眾外交的協調機制，加強統籌規劃，促進與各相關機構的溝通和交流。此外中日 韓三國於 2009 年 10 月於北京高峰會中達成「亞洲校園計畫」（Campus Asia Program）協議，該協議決定仿歐盟伊拉斯莫斯世界計畫模式，進行東亞三國學
術交流與學生交換計畫，試圖整合三國間學位及學分承認問題，並預計於 2010 年為此計畫成立聯合委員會，共同研訂具體執行方式及細節，中日韓三國計畫循 EM 模式整合學分承認、聯合授予學位，以及三國大學教師、研究人員、行政管 理人員之相互交流幫助三國間人民相互瞭解鄰國文化、社會、生活、思想，培養 具國際觀的東亞領袖人才，凡此種種除了可視為外界對歐盟 EM 計畫的肯定外，
也可瞭解到國際教育交換計畫已逐漸成為現今國際社會運用公眾外交之主要方 式。
一國國際學生之多寡，不僅是該國教育國際化以及教育國際競爭力的重要指 標，同時也是該國國家吸引力以及國際影響力的表徵，這些特徵都屬於柔性權力 資源，被廣泛運用於公眾外交運作中，再者，獎學金領域絕非單純教育政策下的 結果，其所涵蓋範圍橫跨教育、外交、文化、經濟等各層面，目前的趨勢亦顯示 越先進的國家，國際學生人數越多，在招收國際學生方面所做的努力也越多。如 何吸引國際學生這個問題，除了提供高品質的教育環境及資源，最大的誘因恐怕 就是經濟上的援助，由此可知只要官方獎學金計畫夠公開、透明，並且尊重學術 自由不幹預學校遴選機制，獎學金的提供可幫助優秀具有潛力之學生擁有受教的 權利，學成歸國後亦能貢獻所學於母國中，幫助其國家發展。
傳統上高等教育一直被視為是人權及公共財的一種，現在高等教育則被認為 對經濟成長及提昇國家經濟有所貢獻。138

受到全球化及教育市場開放的影響，各 國高等教育機構也面臨海外大學競收學生的壓力與衝擊，產生招收外國學生的迫 切需求。展望未來高等教育的改革，如何吸引更多國際學生乃成為各國必須面對 的重要課題，從歐盟伊拉斯莫斯世界獎學金計畫的案例中我們可以瞭解歐盟如何 善用其原有的資源，在計畫執行上又是如何的在理想與現實中調整其機制，這些 珍貴的經驗非常值得各國當做參考的依據，唯有更多的跨文化交流活動才能促進 人類對不同文化間的瞭解，達到真正的地球村境界。
