第二節、 建議
(一)在都會區整體策略因子權重排序為：
權重值較高者依序為資訊化公共服務＞政府行政自動化＞合作關係網＞推動智 慧節能設備＞企業創新＞資訊培訓課程＞資訊教育＞社區服務學習中心＞推動策略 小組＞技術研發＞遠端醫療等共計十一項。
(二)在一般城鎮整體策略因子權重排序為：
權重值較高者依序為資訊化公共服務＞政府行政自動化＞推動策略小組＞遠端 醫療＞社區服務學習中心＞合作關係網＞推動智慧節能設備＞資訊教育＞企業創新
＞技術研發＞資訊培訓課程等共計十一項。
綜合此上述的篩選結果，反應在區域之適宜性與在地需求，提供在未來上能符合 國際潮流，並能配合地方特色之發展策略與目標，建立有效且客觀之臺灣推動智慧城 市發展策略體系。而由於最後檢討在整合各專家權重比較決策的問題上，透過雷達圖 顯示，在五大構面上的排序中，只有都會區共識度會受到極端值的影響，而在一般城 鎮與各十一項的推動策略之區域優先排序上，共 識度都是呈現一致性，因此，本研究 對智慧城市之推動策略具有參考性。
二、推動臺灣智慧城市發展策略之建議
本研究由於符合國際潮流與趨勢，其概念框架、發展角 度、指標建立皆由國際組 織 ICF 與獲選首獎城市案例所進行研擬。而從各國首獎案 例中，瞭解不同城市發展成 功的計畫與做法，並無法複製到其他城市，因此，在評估策略之建立上，必須符合區 域發展現況，及深入瞭解城市的難題、願景、特色、與人民需求，以及建構智慧城市 發展的構面優先順序，經由反思釐清所有的狀況後，並配合 ICF 評選重點，提出適當 的智慧城市發展策略規劃才是關鍵因素。
三、後續研究之建議
建立之臺灣推動智慧城市發展策略之評估體系，是以現有國際組織 ICF 的智慧城 市理論、架構，以及蒐集歸納獲選首獎策略而所建立。但 ICF 是一個活的組織，會隨 著全球經濟、環境的改變，城市也會有不同的發展方向，故 ICF 的評估體系是會隨著 時間空間而改變其評估的內容。再者，本研究是針對臺灣區域推動智慧城市發展策略 所擬定的，由於蒐集首獎城市發展現況與地理環境 不同，因此對於臺灣在不同區域調 查亦會產生不同之結果。因此，本研究以研究過程及結果，針對未來推動智慧城市發 展策略提供幾項建議，作為後續研究者與決策者之參考之用：
(一) ICF 以人為本的理念，結合科技來建設未來智慧城市的觀念，因此針對當地 民眾進行使用滿意度調查，以及在各區域去清查盤點已建置之智慧化情況，
決策者可透過調查結果，瞭解民眾意見及現況系統使用率，進而在推動策略 時，什麼是人民需要、保留和擴展的，或者是要擺脫的因應對策，可作為日 後研擬發展策略之依據。
(二) 透過 ICF 首獎城市進行人口、面積與密度分類分析，充分瞭解不同尺度空 間智慧化發展之差異，找出符合臺灣區域規模相近的城市，做為未來臺灣區 域推動智慧城市發展策略之參考。
(三) 從歸納 ICF 首獎共同策略中，決策者應從長期觀點及地方策略角度，評估 地方寬頻基礎建設需求，建立具有遠見的推動小組，能列出解決現有科技在
當地各種問題，而與當地政府和非營利部門之間相互合作，如何思考與跨部 門資訊的整合，制定長期地方寬頻政策，確立一致、連貫的寬頻願景，以國 家寬頻速度和普及率為目標。並加強提升教育及培訓課程、各領域產業創新 與技術研發、統一智慧系統服務的解決方案、提出永續發展的智慧城市發展 計畫，以及迅速掌握先進技術、具備超前智慧化建設理念的城市，並針對在 地化的需求與機能，經過專家意見，進而推導出朝向成功智慧城市發展策略 的主要面向。
(四) 根據檢討各專家權重結果，透過雷達圖顯示，在五大構面上的排序中，只 有都會區共識度會受到極端值的影響，而在一般城鎮與各十一項的推動策略 之區域優先排序上，共 識度都是呈現一致性，造成此差異可能基於專業知識 限制和決策時間壓力等因素影響，無法針對問卷內容給予精確判斷，導致專 家權重造成偏誤的決策，顯然就層級分析法在群體決策問題的應用上，以簡 易的算術平均法來整合數位專家的主觀權重與意見，往往會因共識度不夠，
導致專家權重造成偏誤的決策結果，故建議以分析網路程序法(ANP)，利用 其增加回饋（Feedback）模式，選出最理想的決策方案。
(五) 擬定推動臺灣智慧城市發展策略之評估體系，是依照 ICF 的概念所進行彙 整，如要更完備之評估架構，可透過其他推動智慧城市組織進行研究調查、
分析比較，充分瞭解不同組織發展重點的差異，再將這些理論、概念與評估 架構加以整合，進而研擬更嚴謹之智慧城市發展策略之評估。
(六) 透過 ICF 的運作模式與影響力，以及本研究策略分析上面，美國人所制定 的五大構面，是否可適用於華人地區，並可朝哪個方向去努力，建立往後華 人地區文化特色的智慧城市。
