第五章 結論與建議

5.2 建議

1. 在違規停車罰金金額部分,學生之選擇明顯集中在 50 元與 100 元。故與現行 之規定為被拖吊三次才罰款 50 元相較,若將罰金金額提高至每次被拖吊則須 罰款 50 元對於學生之違規停車行為應可有所降低。

2. 在停車設施供需構面之敘述性統計分析部分,可看出其實學生們亦同意當走 到較遠的地方,還是可以找得到停車位的。但在停車設施種類部分,顯示出 學生們認為雙層式停車架不方便使用,以及學生們停車時並不想將車抬至停

車架上。因此未來在設置自行車停車設施時,應考慮設置避免需要搬動或抬 起自行車以放入自行車架之停車設施,應以較方便停放之設施來減少學生違 規停車行為之發生。

3. 在巡邏執法頻率構面之部分,顯示出學生們認為只有在某些區域違規停車才 比較容易被拖吊。因此未來在拖吊區域方面除了固定之巡邏路線外,建議可 不定期地增加一些機動性拖吊之區域,以減少學生之投機行為。

4. 在主觀規範構面之部分,顯示出學生們對於師長試圖減少他們違規停車行為 之感受並不明顯。在 Satoshfujii (2005)之研究指出提供建議對執行意向具有正 效果,且可因此激發執行意向而有效減少不適當之停車。故未來進行自行車 違規停車行為之宣導或措施時,可藉由提供停車建議,使宣導措施能夠更具 體且可讓學生能夠更明顯地感受到。

5. 路徑分析結果指出社會互動效應為影響程度最大之因素,故應避免此種不良 之社會互動產生而形成一種次等之均衡,因此,可透過增加巡邏拖吊之頻率,

使學生之知覺風險提高,以降低學生之違規停車行為意向。

6. 本研究因所欲探討之構面以及違規停車問題之顯著性而選擇臺灣大學作為研 究之範圍與對象,建議未來若進行相關之研究時可擴大範圍至台北市地區以 探討民眾之違規停車行為意向。

7. 礙於問卷填答時間上之限制,本研究僅讓受訪者針對每個問項之同意程度進 行填答,建議未來可考慮於每個問項同時詢問同意程度以及採取該行為之可 能性,以了解各個問項對於行為意向之影響。

8. 由於時間與人力上之限制,本研究並未深入探討不同區位其停車違規行為意 向之影響,建議未來相關研究可嘗試進行不同區位之比較與分析。
