提升資源效率之破壞性創新再升級與商業化

資源革命已在進行，破壞性創新為資源革命的推手，部分企業已先洞察這未來創新變 革的必要性，開始導入資源效率的營運模式，包含整合新的技術，建立新的商業模式。

1908 年福特公司創新的大量生產模式，讓廉價 Ford Model T，改變了歐洲傳統小規模生 產公司在全球市場的主導性。預期在資源供給與人口消費的趨勢推動下，未來循環經濟的 社會將會改變產業的生態，有些產業因為創新提升資源生產力而茁壯，有些產業因資源管

理的競爭力不足，從市場淡出。

以下列出幾項與新世代資源革命相關之創新（詳說明於 5.3 節），在資源革命一書也 有深入探討（Heck et al., 2014）。未來需要讓這些創新在國內持續升級，並且商業化，以 提高我國的資源生產力。

 技術：物聯網、工業 4.0、雲端科技與大數據分析、3D 列印、奈米與仿生科技、

生物精煉

 商業模式：共享經濟、產品服務化、商品虛擬化、製造採標準化、模組化設計 在技術升級上，除了學研界應投入更多的研發，並在高等教育及技職體系培養研發及 實作之人材，企業需要增加創新研發的比重，引進更多的人材和技術。需要注意的是，有 些技術需要整合才能發揮加乘的效果，例如生產力 4.0 與物聯網都需與雲端科技、大數據 分析整合。在研發上，不同創新技術的專業團體，應有平台可以共同整合，共同激發創新 的整合性應用，並與產業建立暢通的交流合作模式，促進資源效率技術之商業化。

在商業化上，國內一直以中小企業為主，中小企業比較有彈性，能進行創新變革，然 而過去政府的資源較多投注在大型企業或高科技產業，許多中小企業的生存也加艱辛，未 來政府應該針對發展資源效率商業模式的企業，提供更多的支持。近來國內也在推動新創 產業，這些新創產業有許多熱情的年輕人，積極運用這些創新的技術，發展創新的商業模 式。不過創新產業有高市場風險，以及創業資金不足等挑戰，也需要政府、學術界、投資 公司、大型企業的關注與合作，以強化有助於循環經濟的創新產品服務商業化，甚至放眼 海外市場。
