言之,媒體環境開放與否,仍跟政府所採行的政策有關。
第二節 未來研究建議
顏色革命與阿拉伯之春發生時,都引起各界廣泛的討論,顏色革命著重在平 和的政權更替以及是否開始踏上民主化道路,阿拉伯之春較為明顯的是著重於社 群媒體與網路對革命的幫助與貢獻,本文則將兩種革命做一個比較,因無論革命 過程平和或暴力,大眾媒介在其中占有一席之地,沒有大眾媒介的宣傳,革命或 許也不會成功。本文的研究重點在於大眾媒介與政權更替的關聯性,但就兩種革 命而言,能夠研究與探討的議題相當多,以下提出幾點研究建議,以供未來研究 者參考。
第一、民主化浪潮的再檢驗。當一個非民主國家走上民主轉型道路時,學界 常樂觀看待其前景,杭廷頓也提出了民主化理論,認為廿世紀共發生三波民主化 浪潮,其中一波便是顏色革命,但在時間檢驗下,發現並未完全達到民主標準,
也未完全發展民主體制,反而走回威權老路,近期也有學者開始將焦點聚集在威 權回潮,因此,阿拉伯之春能否視為第四波民主化浪潮,也須經時間檢驗。
第二、網路政治的前景。網路政治是一個新興議題,若依照網路發達可刺激 民眾積極參與政治並使民主社會更加完善的理論框架,要套用在阿拉伯之春上,
須用另外角度觀之──不去討論是否促進民主社會發展更為完善,而是觀察民眾 是否因積極參與政治,推翻既有政權──意即民眾透過網路散播訊息、動員抗議,
要求政府下台。另外,網路發達的威權國家,如中、俄,如何藉由網路控制達到 政治穩定,值得後續探討。
