壹、2014 年獨立公投前後蘇格蘭民眾對獨立運動看法改變比較分析 一、 2014 年公投前後民意是否影響獨立運動發展
（一） 2014 年公投前許多媒體民調顯示贊成與反對獨立民眾差 距甚小，贊成獨立人數略高於反對獨立人數，因此產生蘇格蘭 若獨立於聯合王國疑慮與辯論。然而公投結果為反對獨立人數 高於贊成獨立人數，蘇格蘭確定續留聯合王國，造成其中差距

其他可能影響因素(如民調本身、政治、經濟及社會因素等)值 得研究。
（二） 形成 2014 年公投結果與先前許多民調不一的可能解釋為 許多民眾雖然贊成蘇格蘭獨立，礙於蘇格蘭獨立後經濟發展方 向不明確，以及英格蘭目前經濟情勢仍在歐盟占重要地位，使 得許多民眾於獨立公投中投下反對票。然而若蘇格蘭獨立運動 持續發展，英格蘭經濟發展能對蘇格蘭獨立運動產生多大誘因 值得深入探討。
二、2014 年獨立公投後民意轉變趨勢因素 (一) 蘇格蘭未來經濟政策
蘇格蘭目前雖然仍為聯合王國一份子，然而其經濟發展政策 之不明確，仍然成為許多支持蘇格蘭獨立民眾之疑慮，導致經濟 因素成為蘇格蘭獨立的爭議。例如如何有效分配社會資源、除了 北海石油外有無其他可成為蘇格蘭的主要經濟收入等。
(二) 蘇格蘭民族主義與民族認同是否可能改變
民族主義與民族認同雖然為蘇格蘭獨立運動背後的核心價 值，然而蘇格蘭外來移民亦逐漸增加，使得蘇格蘭人口組成更趨 多元。在這樣趨勢下，蘇格蘭民族主義濃厚之獨立運動是否能繼 續受到蘇格蘭多元民族的支持仍值得觀察。

貳、蘇格蘭獨立運動對聯合王國憲政產生問題 一、 地方分離主義更趨明顯
聯合王國係英格蘭、蘇格蘭、愛爾蘭及威爾斯等多元民族組成，
因此各地方均存在不同自治需求，除了蘇格蘭外，愛爾蘭及威爾斯亦 曾基於地方利益與民族自決因素發起獨立運動。蘇格蘭獨立運動揭示 聯合王國內多元民族存在矛盾性，儘管蘇格蘭尚未獨立成功，但其引 起國內及國際關注程度亦帶動其他地區的獨立意識再度高漲，後續可 能形成骨牌效應，將進一步使各地方對中央政府要求授權更大程度的 權力下放，未來可能使得聯合王國的地方分離主義變得更加明顯且棘 手。
二、 未來走向聯邦制的可能性
聯合王國雖然目前仍為單一制國家，然而除英格蘭外，蘇格蘭、
愛爾蘭及威爾斯均設有獨立地方議會及地方政府，在屬於地方內部事 務享有專屬管轄權。中央權力在各地方要求獨立及擴大自治權下，受 到極大挑戰。蘇格蘭獨立運動不論最終獨立與否，都將面對聯合王國 應繼續維持單一制或走向聯邦制憲政問題。蘇格蘭獨立運動日後發展 對於聯合王國憲政體制可能將形成另一憲政問題，聯合王國將如何因 應此一挑戰值得深入研究。
