第三節 研究限制與後續研究建議
一、 研究限制
本研究之限制可先從政策趨同以及政策學習兩個面向分述之。在政策趨同 的探討上，本研究所分析者為「政策採納」之趨同，在政策趨同的範疇中尚有 許多面向諸如政策的目標、工具、產出等等值得分析，此為本研究未加以著墨 之處。而本研究欠缺量化資料或將變數加以操作化進行統計分析，僅透過檔案 文件或次級資料做討論，解釋力有所不足。各地方政府 1999 專線的政策內涵包 括許多層面，且隨時間推移而有所變化，這也是本研究未能完整呈現的部分。
而在政策學習的分析上，檔案資料的取得涉及近用（access）的問題，有些 重要的政府內部文件如參訪報告無法取得，且囿於實務因素，本研究在政策學 習所分析之個案的訪談資料不夠豐富或是受訪者同質性過高，且欠缺政策制定 與預評估階段之資訊，僅集中在政策執行階段，未能完整呈現個案的學習動態 面貌。
最後，整體來說本研究選取 1999 專線政策作為個案進行研究，但不同類型 的政策可能會對政策趨同以及政策學習形成一定的制約作用，此乃本研究範圍 內所無法處理的問題，因此本研究之發現是否能夠推論到其他特定政策或個 案，則有待後續研究再豐富以及更進一步的檢驗。
二、 後續研究建議
1999 專線在國內的政策趨同現象尚在持續之中，未來除了採納 1999 專線 的縣市數目將增加外，也可預期各縣市的服務項目或內涵亦將逐漸完備，因此 後續研究可試圖運用量化統計分析找出 1999 專線在我國地方政府間的政策趨同 或擴散模式，建立具有解釋和推論能力的本土化模型。
另一方面，政策學習研究需要對學習過程與內容進行深度的描繪，未來可 從兩個方向著手，一是納入更多縣市為研究對象，進行比較途徑的政策學習分

析，明確找出影響地方政府政策學習過程之變數以及不同的學習模式。二是針 對個案採取紮根理論（grounded theory）式的研究，透過長期觀察，甚至是局內 人（insider）的觀點取得大量且豐富之質化資料，建立本土脈絡下的政策學習模 式或理論，給予實務操作更多引導或反思。
