的效用，不僅是促使民眾對於環境生態的認同程度增強，也是推動臺灣從過去強調經濟發展的 主流社會典範，慢慢朝向新環境典範轉移。
從制度量能強化的觀點，推動永續發展是一項持續性的過程，隨著整體社會在政治、法律、
經濟與科技等領域的變遷，臺灣推動永續發展的模式也會不同，特別是永續議題政策網絡的強 化、資訊公開法制的規劃，以及公眾參與的加強等等，使得不論是國家層級或者是地方層級的 指標系統，都必須隨之調整因應。最後，指標系統作為推動永續發展的三大機制，除了持續追 蹤與調整外，更要搭配永續綱領性文件提出的願景，以及結合國家永續會的運作，藉指標的政 策控管、檢討與導引功能，將永續發展的理念融入政府的決策過程之中，藉由確保政府政策規 劃都能夠符合永續的理念，帶領臺灣邁向更永續的環境與社會。
