第二節 多邊安全安排
除了對個別國家的軍事合作政策外，美國以多邊主義與對話來補充雙邊合作 的不足。美國借重東南亞地區最有力的整合組織：東協，作為目標客體，並且針 對以區域安全為宗旨的東協區域論壇有所互動。另外，主要著重於經濟發展的 APEC 也在九一一事件後，首次跨足政治安全議題，成立反恐小組，協助美國的 反恐政策。
根據美國國務院「反恐怖主義協調者辦公室」（Office of the Coordinator for Counterterrorism）於2004年4月發表的「2003年全球恐怖主義形勢」報告（Patterns of Global Terrorism–2003）對東亞反恐的評估，在外交政策、法律執行、情資蒐 集、金融經濟、軍事等面向上，東南亞區域整體反恐作為有實質的進展與突破。
38東南亞國家在避免各轄區間出現反恐的真空地帶，就恐怖主義組織及其活動交 換情報方面成效豐碩。透過以ARF的「反恐怖主義工作計畫」以及APEC的「反 恐怖主義工作小組」等機制的有效運作，該東南亞做為一個整體在執行邊境管 制、運輸安全、資訊分享、資金募集以及建立司法制度等反恐項目的跨國安排上，
獲得具體的進展。39
軍事演習是除了既有的多邊組織結構外，美國另行的一套多邊軍事合作安 排。前一節提到美國對東南亞個別國家進行年度軍事演習，如對泰國的「金色眼 鏡蛇」計畫或是對菲律賓的「肩並肩」演習計畫。這些演習計畫隨著逐年，開始 步上正常軌道，並擴展為多國共同參與，美國企圖利用這些聯合軍事演習，在東 南亞地區展開一張密織的安全防衛網，為美國的軍事力量部署奠定基礎。

明」 （Joint Communique of the Third ASEAN Ministerial Meeting on Transnational Crime）40，以及11月簽署「2001年東協反制恐怖主義聯合宣言」（2001 ASEAN Declaration on Joint Action to Counter Terrorism），41反映了東協本身對安全威脅 的重視。2004年1月在曼谷，東協召開部長級會議，針對跨國犯罪發表聯合宣言（Joint Communique of the Fourth ASEAN Ministerial Meeting on Transnational Crime）42，顯示恐怖主義所涉及的區域安全問題已然廣泛的衝擊區域內經濟、
社會、政治和安全的發展，成為未來東協必須面對的一大挑戰。
因此，美國與東協展開反恐合作自然是勢在必行的結果。2002年8月1日，美 國 前 國 務 卿 鮑 威 爾 簽 署 「 東 協 與 美 國 合 作 打 擊 國 際 恐 怖 主 義 聯 合 宣 言 」
（ASEAN-United States Joint Declaration for Cooperation to Combat International Terrorism），43旨在加強區域安全關係，打擊恐怖主義，著重情報交換加強警方 合作以及徹底消滅東南亞地區恐怖主義組織。在情報交流、執法單位合作的機 制、加強建構反恐能力、強化移民監控、防止恐怖組織運作金融管道獲取資金、
促進航管安全、海事安全以及貨櫃安全等等。44

（International Convention for the Suppression of Acts of Nuclear Terrorism）。54此 次年會並針對情資交換、分享以及聯合打擊恐怖主義和跨國犯罪發布聲明，表明 與會各國承諾建立具體機制進行情資分享與交換、共同打擊偽造文件、強化雙邊 或多邊執法機構的合作。55
二、 亞太經濟合作會議
APEC 於 1989 年由澳洲前總理霍克（Robert Hawke）倡議成立，其目的為 因應歐洲共同市場及北美自由貿易協定之成立，而在亞太國家推動成立類似之區

（APEC Leaders’ Statement on Fighting Terrorism and Promoting Growth），與前年 的聲明成為APEC推動反恐的明確政策指標文件，為確保 APEC區域內貿易安 全，各國同意保障人貨平安流通的具體做法，如保護貨運、保護國際航運船隻、
保護國際航空安全、保護人員運送安全、阻止恐怖組織獲得資金的措施、鼓吹網 路安全、重視能源安全及社區衛生安全等。58
APEC 警覺到恐怖主義對於亞太地區經濟發展與貿易活動潛存極重大的威 脅，所以於2003年2月正式成立「反恐任務小組」（Counter Terrorism Task Force, CTTF），主要功能是認定及評估反恐的需求、協調反恐能量的建構、反恐技術協 助，及增進APEC之下各個論壇之間的合作反恐。當年會議中並提出「反恐行動 計畫」（Counter-terrorism Action Plans），各會員體每年均必須於資深官員會議時，
依據反恐行動計畫固定的格式，提報反恐任務進行的項目與具體作為。出席會議
