東南亞對美國的重要性一如往昔，如極具戰略價值的地理位置與資源等，但 是美國不同時期對此地的耕耘程度和考量卻有落差，喬治布希政府任內對於反恐 的著墨使得東南亞與美國合作出現契機，但受限於對伊拉克的戰爭，能夠給予東 南亞的關注比起歐巴馬政府自然稍嫌不足。目前看來，歐巴馬總統的第一段任期
（2009-2012）內對於東南亞關係有明顯的進展，大動作宣告與東南亞合作的決 心，提昇對東南亞的安全事務與經濟發展的涉入深度，強化與盟友的雙邊關係，
藉由加入 TAC 條約開啟多邊合作的新途徑，對於歐巴馬政府在改善與伊斯蘭世 界的關係、增加美國在東南亞的影響力有相當大的幫助，也顯示美國對該地區的 重視。
在可預見的未來，美國會繼續延續這股正面樂觀的氛圍，盡可能繼續加強對 東南亞的合作。如前面第二章所提到，東南亞的區域整合之中，存在東協主義與 亞太主義兩種不同的整合途徑相互角逐拉扯，歐巴馬總統之政策有雙管齊下的意 涵，一方面重申以 APEC 作為推動東亞經濟整合的基石，加強 FTAAP 的談判合 作，另一方面透過加入東協峰會、ARF 和東亞高峰會等，等於是結合兩種途徑 達成更強的參與力度。而美國的政策考量也會專注於因應中國於東南亞的影響 力，確保美國在南海的航道通行自由。而東協雖然樂見與中國各項關係的提升，
但也會持續以引入美、中兩個大國勢力互相制衡，尋求對東協最有利的合作模式。
