過去三十年,台灣已由製造業走到服務業導向的產業結構,

以 2003 年為例,製造業佔國民生產毛額的比例只有 28.5%,而服 務業則高達 63.5%。台灣的產業系統漸漸失去獨特的製造價值,

而由代工製造導向蛻變成為研發與服務並重的產業系統。服務產 業的創新與研發將是對研發機構發展產生影響,而如何與服務產 業互動亦是值得探討。因此,可以運用系統觀點進一步深入研究 政府支持研發機構應該扮演的角色與任務。另外,亦可加入時間 向度,進一步探討研發機構隨時間演進,所扮演的角色以及對產 業貢獻之變化。

在眾多的政府支持研發機構中,以工研院對台灣產業發展的 影響與貢獻最為顯著。因其他政府支持的研發機構受限於規模與 資源,只能扮演部份的角色與任務或只服務單一產業,而與工研 院有所差異。未來的研究,將可依本研究提出的研發機構與產業 互動模式,擴大研究對象與研究範疇,而發展出更完整的互動模 式。另外,亦可應用於探討個別產業研發機構與產業之互動模式。
