-第二節 建議
基於本研究結果，提出農村發展的規劃思維與治理之思考方向如下：
一、政府宜思考培育農村社區發展之專職專業經理人。
良好的農村社區夥伴關係運作，構成夥伴關係社會資本，但社會資本 以行動者彼此信任為基礎，而農村社區發展之組織與幹部，多來自農村社 區居民，這些行動者的參與，幾乎全屬有現行工作僅能部分時間參與的志 工性質，夥伴關係運作也因此常面臨挑戰。農村社區發展強調永續經營，
其推動也涉及甚多行政與工程等事務性之溝通、協調與整合，政府應考量 適度培育農村社區發展之專職專業經理人，專責執行符合在地特質事務之 相關事宜，作為鞏固農村社區夥伴關係運作的重要基礎，並成為持續推動 農村社區發展的重要助力。
二、農村社區治理須有積極的人力培力及適時的人力更新，但變動幅 度不宜過大，並參酌夥伴關係生命週期的策略性思考。
農村社區組織成員與制度環境變動，是影響夥伴關係運作成敗的重要 因素，尤其當夥伴中的主要行動者改變，都呈現了運作機制需調整或改 變，甚至停止運作導致明顯空窗期的窘境。農村社區行動者人力的銜接，
需要政府持續大力投入農村社區人力培育工作，導引農村社區組織能不斷 有新血加入並熟悉社區運作，避免強烈的行動者或組織大幅變動，形成較 穩固的農村社區夥伴關係社會資本，進而持續推動農村社區的共同發展目 標與願景。此外，透過夥伴關係生命週期的四個階段，檢視農村社區治理 夥伴關係，以有效及持續夥伴關係之運作，亦值得思考。
三、整合性的農村社區發展需長期的逐步累積，不宜遽變式的制度嵌 入。
夥伴關係的成功運作，應以透過內生自發的由下而上過程，建立起信 任合作的夥伴關係，作為農村發展推動的基礎。但良好的農村社區夥伴關 係，是需要充分的時間醞釀，操之過急極易產生轉而成為政府主導的「無 米樂社區現象」。農村發展重視永續，不可過於倉促，以人力培育及訓練 社區自主運作能力為優先，當社區達到一定自主運作能力時，再透過媒合

力量或制度性的引導，自然有其事半功倍的效果。
四、農村社區夥伴關係運作透過機制移植雖可加快推動速度，但仍需 給予調適期與因地制宜。
學習具有績效之農村社區夥伴關係運作機制，是值得進一步推動的策 略，但透過機制移植主要是希望加快發展的速度及降低成本，其機制移植 的內容通常包含正式的規範、組織程序以及非正式的規範及角色扮演等，
而不宜當成一味性的模式複製。主要原因在於機制移植的過程經常是匆促 而混亂的，當被移植的機制與在地社區現有組織及環境間的契合性未被充 分討論情況下，通常因為缺乏完整的分析，經常導致在後來的執行上產生 衝突或抗拒，例如象山社區在後來的夥伴關係運作上即面臨了瓶頸。
因此推動農村社區治理夥伴關係運作機制的學習上，未來除在良好正 式的規範、組織程序以及非正式的規範及角色扮演的學習外，也應有一定 時間的調適期，藉以注重農村社區獨特的在地特性，並重視在地組織與環 境的契合性上之調整。
