第二節 後續觀察重點
隨著中國與北歐國家在各個領域的交流與合作日漸增多，多年來，中國一直 希望可以與北歐國家建立 5+1。雖然中國政府高度重視與北歐各國的雙邊外交，
但仍有許多跡象表明中國希望與北歐五國建立中國－北歐次區域合作。目前，中 國與北歐國家的合作主要仍然以雙邊合作為主，多邊合作還處於漸漸起步的階段。
但是若以現實主義的觀點看來，北歐五國各國仍會以自身利益考量為至上，統一 的政策協調不易。且北歐各國對於諸如與北極合作有關的商業前景或環境技術等 許多新興出口方面也存在競爭，如芬蘭、瑞典之間的林業、紙漿等行業。再者，
雖然北歐理事會、部長理事會等等的會談可以協調北歐五國對中國的政策，也對 於北歐國家與中國展開合作與協調有所幫助，但還要考量到北歐五國中是否為歐 盟國家、北約成員國，還有各自雙邊關係的不同等因素。北歐國家要以一個總體 與中國來協調合作事實上存在著難度。因此儘管北歐部長理事會可能會表達這方 面興趣，但由此看來似乎不太可能在北歐國家中取得 5+1 的共識。
中國對於與北歐次區域合作有很高的信心，五個北歐國家在外交政策發展方 面的合作也日益增多。在過去的幾年裡，北歐國家還為 G20 和其他國際組織準 備了聯合代表。在 2017 年 5 月 29 日北歐總理的非正式會議上，部長們表示「中 國」已表示有興趣與他們合作，他們也同意繼續討論加強與中國的合作。此外，
2017 年 5 月 25 日在中國和北歐部長理事會舉行的會議上，雙方同意加強中國與 北歐在創業和商業、可持續發展、科學、研究等領域的合作。教育、人與人之間 的交流以及福利解決方案的合作。未來 5+1 必須以平等原則為基礎，邀請所有國 家參加這些活動。如果能夠證明 5+1 的合作能夠比雙邊合作的獲益還高，或是將 5+1 視為補充和增強而非取代雙邊關係，則 5+1 則更有可能取得成功。
