此我國應參採中國或日本之作法，建立一個海巡專門的學院校，採統一標準錄取，
以海巡實務需求培訓，使其專業度及制度有所一致，提升海巡專業及海巡能量。
第三節、未來研究方向
本研究從第壹章敘述了海權及海洋戰略的演變過程，接著透過第貳章論述 了海洋戰略在冷戰結束前後的差別及發展，以及同時期世界海洋大國及世界強權 在海洋戰略上之理論及實踐，並在《聯合國海洋法公約》生效後的海洋秩序及國 際上海洋發展潮流。並在第參章分析的我國周邊海域各國海洋戰略發展及海域主 管機關的功能及目的，第肆章將我國海域主管機關與中國、日本及菲律賓等三個 國家海域主管機關比較，並藉此發現我國海域主管機關層級的高度及廣度不足、
海洋委員會海巡署之能量需強化、海洋涉外事務多，應重視外交在海洋上的影響 以及海上力量之專業人才培育應更重視。
我國既然已明定「生態、安全、繁榮」為願景，從歷史的經驗以及周邊國 家的借鏡下，其背後支撐的即是強大的國家實力，不只是海軍、還有海洋管理控 制的能力、以及強大的國家力量與所謂軟實力的輸出，鑑於我國周邊海域多有所 爭議，再海域上亦常發生衝突，加上我國在國際間發話權有限，往往導致我國在 海洋權益上受損，這對自詡為海洋國家的中華民國來說是一大憾事，因此建議在 巧實力部分未來應研究在外交領域與海域管理機關海上作為間之關係，期能在軟 硬兼施下我國爭取最大國際話語權。另外而我國又因兩岸關係特殊，且海域範圍 橫跨南海，在以此目標下的海洋戰略應有強大的海軍或相當海軍之作戰能量作為 應變，因此建議在硬實力方面未來可研究我國海域主管機關平戰轉換的可行性，
軟實力方面可研究海洋教育及文化對我國海洋戰略或海洋政策之影響。

最後，在世界歷史悠悠長河之中，海洋戰略理論在其時空、環境背景之下，
其觀點及論點均不大相同。然而，可以確定的是海洋戰略理論係需以順應國家發 展需要，置於國家戰略層級之高度來發展，方能有現實指導之意義存在，其理論 才能具有持久生命力及影響力，期許未來我國能夠發展一套屬於我國專有的海洋 戰略理論，並且在環太平洋上成為不可忽視的海洋國家，為中華民國創造第二個 百年，為國民福祉爭取最大利益。
