現階段仍是由業務機關單方主導資料開放，對於一般民眾或是產業需要的資 料類型未必能全盤了解，因此應建立適當的民間回饋與參與機制，廣邀民間團體 與產業界人士加入，讓資料供給方與需求方能深入對話，共商資料開放的類型以 及資料開放的優先順序，強化資料與民間應用的連結。

1. 研究限制
(1) 受訪者的限制
本研究之訪談對象分別服務於財政資訊中心、國庫署、賦稅署、關務署、國 有財產署以及台北國稅局共 15 位，15 位受訪者中有 8 位來自財資中心（政策規 劃方），其餘 7 位來自其他機關（政策執行方），職位涵蓋主任、組長、科長、股 長、分析師以及專員。首先，本研究預計的受訪者代表應涵蓋產官學界人士，然 而財資帄台的進度在公布建議書徵求文件後即略顯停滯，因此便先以公務同仁為 優先對象，而欠缺學術界與產業界的觀點和意見。其次是受訪者的服務單位，執 行方的受訪者幾乎都來自資訊單位，較欠缺業務單位同仁的意見作為參考。
(2) 研究方法的限制
本研究主要以深度訪談法作為資料蒐集的基礎，首先，深度訪談法雖然能取 得較為深入的資料，但亦相當仰賴研究者與受訪者間的信任與溝通，若兩者的關 係過於密切，對研究的客觀性往往也會造成負面的影響。其次，雖然本研究的訪 談題目是以階段論為主軸來設計，但最終財資帄台並未建置成功，因此不論是政 策規劃方或者是政策執行方的訪談內容皆集中在財資帄台初期構想的部分，後續 的執行與維運著墨較少。
2. 後續建議
本研究主要在紀錄並分析財資中心推動財資帄台之過程，然而研究者的能力、
時間有限，尚有許多待改進之處。本研究嘗詴提出下列建議，供對此類型議題有

興趣的研究者參考。
(1) 研究範圍的調整
資料開放政策雖然是由政府機關由上而下地推動，但是資料開放所影響的範 圍並不僅限於機關內的組織結構或作業流程，還包括資料開放後預期產生的經濟 效益以及使用者的需求以及使用者的回饋等等。換言之，外部使用者在資料開放 政策中亦扮演著重要的角色，後續的研究可嘗詴探討外部使用者與行政機關之間 的互動過程，以期納入更多元的觀點。
(2) 研究方法的修正
本研究是以深度訪談法作為主要的資料蒐集方法，在財資帄台的推動期間陸 續約訪各機關的負責同仁。一項政策的推動並非僅是依照議題設定、配對到例行 化這樣直線式的進行，政策的推動應該是一個循環的過程，在每個階段中若是遇 到了阻力，仍有可能會回到前一個階段去重新檢視、修正問題，如此反覆不斷。
因此，後續的研究者可詴著在政策推動一段時間後，再一次地訪談前階段中的受 訪者，以取得不一樣的資訊。
