第四節 個案「治理結果」之跨部門分析
網 路 問 卷 的 第 二 部 分 乃 是 詢 問 參 與 者 對 個 案 治 理 結 果 （ Outcome of Governance）的態度，透過 Legitimacy、Commitment 等兩項治理結果，探知各 部門利害關係人對於洛杉磯河整治計畫規劃草案內容之認同程度。於下採用次數 分配及交叉分析方法進行比較與說明。
一、正當性
就洛杉磯河整治計畫草案內容的正當性而言，經過預試與前測的修正後，正 式問卷內透過 Q38、Q40、Q41、Q43、Q45、Q46、Q48 等七道題目，搭配五分 法選項（1=Strongly Disagree, 2=Disagree, 3= Neither Agree Nor Disagree, 4=Agree, and 5= Strongly Agree），瞭解洛杉磯河整治草案之於受訪者是否具有正當性。於 下首先分述各道題目的答案分析：
（一）就預算執行效益的角度而言
洛杉磯市政府水電部為執行洛杉磯河整治計畫之規劃草案花費了三百萬美 金。受訪者對此表示支持的比例多於反對（53.4％ VS. 20.6％）（詳見附錄 39 中，
Q38 之次數分配資料）。
經過與「部門歸屬」進行交叉分析（Q38*Q74）後，發現具有政府部門背景 的受訪者當中，仍有四位認為執行該規劃案是不值得的；此外25位非營利部門的 受訪者當中，共有15位表示同意或相當同意。

（二）就「草案未來的執行、管理架構規劃」而言
由於草案內容建議成立合力管理局、洛杉磯河整治公司、洛杉磯河基金會等 三層管理機構306，負責未來洛杉磯河及其周邊社區的整治規劃。對此有相當高比 列的受訪意見表示同意（詳見附錄39中，Q40之次數分配資料）；經與「部門歸 屬」進行交叉分析（Q40*Q74）後，發現主要的反對意見來自非營利部門受訪者；
另外值得注意的是，亦有兩位來自政府部門的受訪者表示不同意的意見。

就「五大機會區」來看，有高達65.5％的受訪意見對於五大機會區之名單表 示同意；僅有15.5％的意見表示反對（詳見附錄39中，Q45之次數分配資料）。
經與「部門歸屬」進行交叉分析（Q45*Q74）後，發現反對意見主要仍來自政府 部門以外的參與者。

（四）就「公共空間的分配」而言
在成功的受訪意見中，僅有24.1％的受訪意見表示公共空間的分配不適當
（詳見附錄39中，Q43之次數分配資料）。但與「居住地點」進行交叉分析

二、承諾
就洛杉磯河整治計畫草案內容是否足以讓各部門利害關係人產生承諾，經過 預試與前測的修正後，正式問卷內透過 Q39、Q42、Q44、Q47、Q49 等五道題目，
搭配五分法選項（1=Strongly Disagree, 2=Disagree, 3= Neither Agree Nor Disagree, 4=Agree, and 5= Strongly Agree），瞭解各部門受訪者對於洛杉磯河整治計畫的支 持程度。於下首先分述各道題目的答案分析：
（一）就是否支持「整治目標」而言
在成功的受訪樣本中，除了 10 位受訪者表示反對之外，獲得 70.7％受訪意
見的支持（詳見附錄 39 中，Q39 之次數分配資料）。經與「性別」、「年齡」、
「部門歸屬」、「居住地點」、「參與時間點」交叉分析後發現（詳見附錄 45），
反對意見多集中於男性、30 歲以上之受訪者、政府部門以外之受訪者、機會區 內居民表達較為強烈之反對意見、參與洛杉磯河事務早於洛杉磯河整治計畫者。
（二）就是否滿意草擬之「替選方案」而言
除14位（24.1％）受訪者表示不滿意外，計有55.2％的受訪意見表示滿意（詳 見附錄39中，Q42之次數分配資料）。經與「性別」、「年齡」、「部門歸屬」、
「參與時間點」交叉分析後發現（詳見附錄46），反對意見仍以男性為多，集中 於40歲以上的受訪者，雖然仍以政府部門以外受訪者為主要反對者，但卻發現有 3位來自政府部門的受訪者表示不滿意，而參與洛杉磯河事務早於洛杉磯河整治 計畫者也是表示不滿意的主要代表。
（三）就是否相信計畫所估計之「經濟利益」而言
雖有50％的受訪意見表示相信洛杉磯河整治計畫草案內所揭示的經濟利 益，但面臨這些因整治、開發所可能帶來的利益，卻仍有20.7％的受訪意見表示 了質疑的態度（詳見附錄39中，Q44之次數分配資料）。經與「性別」、「年齡」、
「部門歸屬」、「居住地點」、「參與時間點」交叉分析後發現（詳見附錄47），
男性對於前述經濟利益的估計抱持質疑的比例較高，表示強烈質疑意見者均為40 歲以上的受訪者，政府部門以外受訪者為主要質疑者，但仍有3位來自政府部門 的受訪者表示質疑的態度；另外，機會區內居民，以及參與洛杉磯河事務早於洛 杉磯河整治計畫者，表達較為強烈質疑態度之比例較高。
（四）就是否相信推動計畫所需之「經費無虞」而言
當問到是否相信整治計畫草案內所規劃之執行經費無虞時，質疑者的比例攀 升至41.4％，而相信草案中經費來源規劃的比例則降至22.4％（詳見附錄39中，
Q47之次數分配資料）。經與「性別」、「年齡」、「部門歸屬」、「居住地點」、
「參與時間點」交叉分析後發現（詳見附錄48），無論性別均對草案的執行經費 規劃抱持高度質疑，甚至僅有1位受訪者表達強烈相信的態度；此外，抱持質疑 態度的受訪者亦平均分佈於各年齡層及各居住地點；另外引人注目的數據是，在 17位來自政府部門的受訪意見中，僅有兩位表示相信草案中所列的經費來源估 算，而有7位表示質疑的態度；而絕大多數的質疑意見來自於參與洛杉磯河事務 早於洛杉磯河整治計畫的受訪者。
（五）就是否滿意「公共評論」意見被囊括的程度而言
另外一項有關利害關係人對草案整體目標支持程度的問項，乃是受訪者是否 滿意公共評論意見被囊括於草案內的程度。依據問項分析結果指出，僅有19％的 受訪意見表示不滿意，有48.3％的受訪意見表示滿意（詳見附錄39中，Q49之次
數分配資料）。但問題是如果從治理結果來看，公共評論意見被囊括的程度已令 多數利害關係人滿意，那麼為何受訪者對於公共性、課責及部分公共參與面向在 規劃過程的落實狀況仍有相當的質疑？
進一步將Q49與「部門歸屬」進行交叉分析（Q49*Q74）後，發現多數不滿 意來自於非營利部門受訪者；但仍有2份來自政府部門的受訪意見表示了不滿意。
