第三節 未來研究方向
首先，就理論部份，傳統國關理論常用的假設前提「無政府狀態」不斷被挑 戰。有越來越多的研究顯示無政府狀態並非常態，因此未來研究可投入於「階層 狀態」理論之發展。本論文雖運用到 Lake 在階層狀態理論的一些概念，但並未 深入研究。
第二，國際金融的政治面是目前國際政治經濟學研究所缺乏的，從目前 IPE 理論發展趨勢來看，勢必結合國際關係與比較政治兩個領域。因此在考慮國家是 否開放資本流動，未來研究焦點可在於主導國家與從屬國家之互動，特別是主導 國家推動金融化與從屬國家的國內互動。
第三，關於石油金融化對從屬國家之影響與對策。其中又可分為產油國與非 產油國。產油國方面，油價的改變造成了權力轉移與不對稱互賴。產油國的油元 規模亦隨石油價格的波動增減。產油國經由收購石油進口國國內企業與美國國債 擴大影響力，提升產油國在國際政治經濟領域的發言權。例如，2008 年當油價 每桶破百時，委內瑞拉總統查維茲數次在公開場合批評美國總統布希的行為；俄 羅斯總統普丁重新鞏固在國內的地位，並償還了大部分外債。另一方面，國際油 價下跌造成產油國財政赤字。產油國如果不願內部經濟改革，只能求助於國際組 織的資金援助，並接受其貸款條件。

附錄一 世界主要能源交易所
64目前國際市場上主要的能源交易所包括美國紐約商業交易所、英國倫敦洲際 交易所、東京商品交易所、上海交易所、杜拜商業交易所，分別說明如下：
1. 美國紐約商業交易所（New York Mercantile Exchange, NYMEX）：於 1978 年推出第一個能源相關的期貨商品，並陸續推出其他的期貨商品包含有 Heating Oil、Light Sweet Crude Oil、Henry Hub Nature Gas、New York Harbor Unleaded Gasoline、Propane、Electricity、Uranium 等多種期貨契約，除了期 貨契約之外，亦有多種的選擇權契約可供選擇，亦可櫃檯買賣與小額電子交 易。為目前推出種類最多的能源交易所，亦是目前國際能源商品交易量最大 的交易所。
2. 英國倫敦洲際交易所（Intercontinental Exchange, ICE）：原本英國倫敦國際 石油交易所（International Petroleum Exchange, IPE）為歐洲最大的能源交易所，
於 1981 年推出 Gas Oil 的期貨商品，復於 1988 年成功推出頗受市場歡迎，可 以現金交割的 Brent 原油期貨契約，並陸續推出 Nature Gas 的期貨契約、Brent 原油及 Gas oil 的選擇權契約。2001 年 6 月 ICE 擴張企業領域進入期貨交易而 收購 IPE，2003 年與芝加哥氣候交易所（Chicago Climate Exchange, CCX)合夥 來主導其電子交易市場，是目前國際能源商品交易量第二大交易所。
3. 東京商品交易所（Tokyo Commodity Exchange, TOCOM）:可供交易的商品

期貨契約包括金、銀、鋁、原油（Crude Oil）、煤油（Kerosene）、汽油（Gasoline）、 柴油（Gas Oil），但只有「金」有選擇權契約。1999 年 7 月開始推出汽油及 煤油期貨契約，2001 年 9 月復推出中東原油期貨契約，是目前亞洲能源商品 交易量較大交易所。
4. 上海期貨交易所（Shanghai Future Exchange, SHFE）：中國三大商品期貨交 易所之一，在中國證監會集中統一監管下，目標是建立以金屬、能源、化工 等工業基礎性產品及相關衍生品交易為主的國際化綜合性期貨交易所。上海 期貨交易所目前上市交易的有銅、鋁、鋅、天然橡膠、燃料油等 5 個商品的 標準契約。燃料油期貨於 2004 年 4 月燃料油期貨獲證監會批准上市。
5. 杜拜商業交易所（Dubai Mercantile Exchange, DME）：2007 年 6 月開始交 易 Oman 原油期貨、WTI- Oman 及 Brent- Oman 價差期貨，2007 年前將在推 出 Jet Fuel 期貨。
自 1980 年代早期以來，美國紐約商業交易所及英國倫敦國際石油交易所交 易的期貨、選擇權契約之成交量均有大幅成長，粗略估計在美國紐約商業交易所 及英國倫敦國際石油交易所交易的原油約為世界消費量的 3 倍（資料來源: Oil Trading, Shell Briefing Service），因此美國紐約商業交易所及英國倫敦國際石油交 易所成為一個具流動性的避險市場。

1. NYMEX 西德州原油期貨
契約大小：1,000 桶（42,000 加侖）的西德州輕原油
交易月份：連續 30 個月，再加上第 36、48、60、72、84 個月

最後交易日：交割月份的 1 號前的第 15 天，若第 15 天為非營業日，則為第 15 天前的最近營業日前的第 1 個營業日。

3. TOCOM 中東原油期貨 契約大小：50 公秉 交易月份：連續 6 個月份 交易時間：12:30P.M ~ 3 :30P.M.
