建立主管機關行政調查權責之建議

FCC擁有行政、司法、和立法權。其中，FCC相當倚重行政調查，例如在 2009 年 8 月 27 日歐巴馬提名FCC新任主委Julius Genachowski經國會行使同意權 後，FCC第一次召開委員會，即通過啟動對行動通訊市場競爭狀況展開行政調 查。FCC在 27 日公佈了行政調查公告（Notice of Inquiry），公開徵求各界意見，

為期 30 天，在那之後的 15 天內，FCC會就各界意見加以回應。FCC主委Julius
