第三節 後續研究建議
壹、 未來巨型災害防災體制運作的探討
本個案研究限縮於臺北市基隆河空難的防災體制運作，在災害類別雖屬單一特殊 性。惟缺乏巨型複合性災害的探討，災害研討當中是以足夠的救災資源基礎，分析防 災體制運作中，所發生的一些問題，這些在救災能量充足下之是可以作為參考。惟當 災害已非臺灣的防災體制初期救災能量所能控制時，那麼這是否會出現其他所未發現 的變數，是值得未來研究巨型災害人員留意。
貳、 分析目前防災體制通過巨型災害壓力測試可能性
透過深入訪談當中，可以知道都是足夠的救災能量為前題，在研究目前的防災體 制的運作，對於巨型災害的壓力測驗似乎未有任何著手準備。當面臨現今極端氣侯的 加劇，災情更廣更大時，似乎從受訪者談話中，可以知道未有準備巨型災害壓力測試。
因此，未來研究者可以接本個案的防災體制研究發現，進行進一步研究目前防災體制 的面臨此類災害的可能性，提出相關防災意見。
參、 國際救災團隊參與臺灣救災的協力是否準備足夠
921 大地震有過國外救災團隊進駐我國協助救災，在過程中鬧出許多協力笑話。
現今我國的防災體制還是維持災因管理的模式，國際救災團隊參與我國救災勢必仍需 外交部的協助，然而救災人員精通語言的能力有限，同樣的事在面對救災能量不足向 外求援之時，是否有能力進行相關協力接軌，也是一個可接續研究的課題。
