本研究目的在於釐清RAPPAM在臺灣的操作調整於個案評估上的應用，並根 據關渡自然保留區、挖子尾自然保留區與無尾港水鳥保護區三個執行RAPPAM的 個案經驗來進行補充個案評估的操作，也藉由新竹市濱海野生動物保護區的經營 管理規劃，檢視RAPPAM在臺灣操作方式的效用，並勾勒出「評估結果」與「後 續經營管理」的連結，以增進RAPPAM於個案評估的適用性。
RAPPAM 是依據 IUCN-WCPA 經營管理效能評估架構所設計，雖然問卷具有 一定的廣度，但其屬系統評估，著重比較保護區間的狀況，因此，評估結果僅能 顯示大致的趨勢，不具個案針對性。雖然RAPPAM 確實有助於個案釐清經營管理 上的優缺點與保護區的威脅壓力，但這些結果接連至後續規劃仍需要花費一些功 夫。在臺灣，為了能夠深入個案，而在RAPPAM 操作的程序上進行了一些調整，
包括評估範疇、權益關係人訪談、會議資料的彙整呈現、IUCN-CMP 保育威脅分 類以及重要工作項目。其中，會議資料除可作為評估的參考外，亦可直接用來更 新經營管理計畫書的內容；重要工作項目的整理釐清則可直接作為後續經營管理 的實際工作項目，這兩項調整動作為RAPPAM 在臺灣操作的評估與後續經營管理 規劃較為明顯的連結。這也顯示，對於個案評估來說，評估結果應提供更為針對 與細緻的資訊，才能夠直接與下一個經營管理循環串連。
整體而言，未來欲增進RAPPAM 於臺灣個案評估的適用性，評估範疇不應再 僅限於保護 (留) 區的法定範圍，而需有生態尺度的視角，才能夠適時釐清自然界 的生態作用力與互動，同時檢視保護區的範圍劃設；在評估的過程中釐清保育對 象，後續才有利於目標的確立；於會議資料中呈現基線資料以作為評估的依據；
重要工作項目除須應對威脅壓力外，應列入回應目標的項目。然RAPPAM 未能涵 蓋個案評估重視的「成果」，因此，未來應設法加強對成果的評估。此外，本研究 僅在探討 RAPPAM 在臺灣操作上的改變，對於 RAPPAM 問卷本身的問題未有深
