諮商區分出來的E-諮詢、E-涉入與 E-合作的分類上,三者的定義僅有細微的差 異,而本研究皆以文獻盤點的結果為分類基準,且國外與國內機制的經驗與操 作也有些許差異,產生在分類上不夠精準的限制。
第四節、 研究建議
本節延續第三節之研究限制,提供未來欲進行相關研究之建議,以及說明 本研究得以延續研究之處,藉以完整政府網站評估的研究範疇與領域。
一、運用卡片分類法之研究方法檢視兩網站
若要完整檢視網站的資訊架構,則可以透過卡片分類法的方式,透過與受 試者在網站內容的項目陳設討論,建構出適合該網站的資訊架構,本文的資訊 架構以深度為主要的討論標的,然網站編排的廣度亦是網站設計的考量重點,
故建議以卡片分類法,分別檢視原能會以及台電公司的網站,除了核安議題的 電子參與機制外,網站內其他機制與資訊,是否符合使用者的特性以及可用 性,透過精準的實驗設計與受試者的歸納,延續本研究的研究成果,對原能會 以及台電公司的網站進行更全面的評估。
二、運用量化研究法延續並完整尋獲度的評估
本研究在尋獲度的評估上,採取先與編碼員講解網站編排概念與原則,並 以幾近相同的標準進行尋獲度的評估,最終的編碼信度也符合學理要求。但其 代表性相比問卷調查有其不足之處,而更嚴謹的作法乃是透過問卷調查的方 式,探詢無論是對議題熟識的潛在使用者,甚至是一般大眾網站電子參與機制 尋獲度的看法與滿意度,進行交叉比較故未來可採用量化研究法,檢視原能會 以及台電公司電子參與機制的尋獲度難易,以形成更強而有力的論證。
三、利用德菲法(Delphi Survey)檢視指標內容
本文之指標分類限制,則建議未來研究與用專家德菲法進行指標內容的檢 視與校正,雖然過去已有針對三階段(E 化資訊公開、E 化政策諮商、E 化決策 參與)的參與程度與機制分類進行德菲法,但未來仍可再針對五階段的機制化

分進行指標檢視,加入專家建議除了能夠完整本研究未能處理的問題範圍外,
亦可作為改善政府網站設計原則內容的參考基礎,加深網站評估的研究。
四、持續追蹤電子參與機制的使用頻率與成效
電子參與機制的陳列目的乃是希望民眾可以透過更便捷的方式,參與公共 事務,所以機制的呈現固然重要,但對於機制是否發揮它本身的功能我們不得 而知,而若未為有民眾去使用之,再多的機制陳設皆是枉然,故建議未來可透 過追蹤政府電子參與機制的使用頻率與情況,進行參與機制的「實用性」評 估,討論電子參與機制在我國被使用的情況,其效益是否符合設置的初衷。
