第三節 研究限制與展望

即便有許多的問題,米德所提出來的美國外交政策傳統學派仍然不失為一個 分析美國外交政策,特別是美國總統外交政策的一個優良的工具。綜合前文的述 說,未來在從事使用米德外交政策傳統學派作為研究工具時,可以考慮強化與補 強的方向有:(一)強化外交政策微觀中,各個學派運作的方式與過程。(二)

作為學派的分野,訂立出更具絕對性的條件與特徵。(三)在學派的變化與取捨 中,增加決策者的內在因素分析。透過這些方面的加強,勢必能讓米德所提出來 的理論,在學術領域上更具有其使用的價值。

第三節 研究限制與展望

本文研究之主題為歐巴馬對阿富汗外交政策與美國外交政策傳統學說之關 聯性,誠然此兩個主題在國內沒有太多的資料可供參考,因此在分析上只能多方 參考英文文獻,以取得足夠的文獻資料。此外本文主要的研究方法是以文獻的整 理,加上理論上的規範進行套用與分析,在判斷與論說上,必定會產生主觀的概 念與先入為主的想法。未來如何在研究上能夠達到盡可能的中立,來增加研究的 學術價值與說服力,將是日後必須克服的一大難題。此外,本文關注在外交政策 的形成與走向,然而實際上參與決策之人甚少,決策途中大部分的事實也被限制 在國家機密之中,而一般人難以窺見,面對第一手資料的稀缺,如何在資料收集 上能夠盡可能的完善,也是日後必須加強的地方。

本文就歐巴馬總統第一個任期中的阿富汗政策進行研究與討論,同時對於第 一個任期之中整體外交政策的走向與變化進行一個概括式的分析。然而歐巴馬在 2012 年的選舉中成功連任,未來四年的外交政策仍有很大的研究空間,特別是 在對阿富汗的外交政策上,2014 年撤軍移交的底線已經不遠,屆時歐巴馬政府 將會如何處理與阿富汗外交關係。而阿富汗是否真的能在 2014 年達成歐巴馬所 期望的,足以自我防衛的國家,目前還仍是未知數。在決策分析的層面上,除了 總統個人的因素之外,其他幕僚所造成的影響也是未來研究者可以著墨的地方。
