第三節 研究限制與展望
壹、研究限制
本論文從歷史的角度出發，探討軟實力在海峽兩岸漢學推廣上所扮演的 角色，由於「軟實力」在臺灣仍屬一個較新的研究領域，相關文獻資料不足，
以「漢學軟實力」為主題的專書或研究報告仍尚未出版。故在探討中國大陸 和臺灣文化外交政策時，資料蒐集不易，僅能從政府相關部門所公開的官方 資料與少量學術著作加以分析，加上目前中國大陸仍有限制新聞媒體與出版 的自由，所蒐集到的相關書籍、期刊文獻與報紙、研究報告、政府官方出版 品以及相關網路資料，大多是中國大陸政府願意公開出來的資料，資訊的主 觀性與研究中立性缺乏，為本論文研究限制之一。
孔子學院成立迄今不過 8、9 年時間，臺灣書院成立時間不到半年，在推 動及運作上還有待調整，尚未建立常軌，故僅能就現行運作情形加以評述。
且部份資料（例如計畫、章程及媒體報導等）源自國家漢辦、孔子學院及臺 灣書院的官方網站及部份民間網站等，所引用的網頁若遺失或資料有所錯 誤，或未來政府政策有重大轉向，對於本論文研究成果也將有所侷限，為本 論文研究限制之二。
貳、研究展望
一、軟實力理論的未來應用
奈伊所提出的軟實力理論已風行了 20 年，雖然他在 2011 年提出軟硬實力 結合的延伸觀念，稱之為「巧實力」，但這種因環境制宜的概念仍不出軟實 力的範疇，所以在未來的20 年，軟實力理論在國際政治的運用上仍不會停歇，
不僅在歐美社會，在亞洲及其他未開發國家，對於該理論的未來應用都充滿 期待。本論文只是探討海峽兩岸軟實力研究的起步，未來將以本論文結束的 時間為起點，做後續的觀察和研究。
二、對各國對外推廣語言及文化機構的研究
在本論文的一開始就提到，歐美國家在推廣自己國家的語言文化有著成熟 著經驗，譬如法國的法語聯盟、德國的歌德學院、西班牙的塞萬提斯學院、
英國的文化協會、美國新聞署及傅爾布萊特基金會、日本的國際交流基金會 等，這些機構成立時間久，以各種方式、不著痕跡的對各國對外推廣語言及 文化，以促進和其它國家人民的相互瞭解。但本論文限於篇幅，無法對這些 機構做進一步的分析比較。未來將以軟實力理論針對這些機構做個別深入的 研究，並以本論文所建立的比較架構，進行臺灣或中國大陸與其它國家的文 化軟實力的比較研究。
三、尋求臺灣其他的軟實力
本論文以漢學作為臺灣軟實力作為論述的主軸，主要是因為筆者服務於漢 學研究中心，著眼於臺灣的漢學資源、中華文化的魅力及配合「中國熱」國 際知名度，而選擇以兩岸海外漢學推廣比較為研究主題。臺灣的軟實力當然 不僅限於此。
臺灣的經濟體質、基礎建設、教育水準、優秀人才、藝文創新、公民社會 與民主法治為軟實力發展的重要基礎，而臺灣現在積極發展的文化創意產 業、觀光產業、精緻的博物館、圖書館、美術館、多元的宗教文化甚至極富 人情味的社會環境，都是臺灣獨有的軟實力，某個不起眼的小細節，可能都 會是外國人（或外國）願意來稱讚、學習、仿效或購買的。未來也將持續關 注並尋求臺灣其他的軟實力做為未來的研究方向。
