呼應探討 AIFTA 動因、制度性發展所得之結論，雖然有多重因素驅動著 AIFTA 的形成，其中政治因素的影響力是超越經濟因素的，且多次在關鍵時刻 成為決定AIFTA 發展進程的首要因素。印度在貨品貿易協定中的稀少利得，以 及2002 年 AIFTA 倡議提出以來東協、印度雙邊合作的蓬勃發展，都顯示出東協、
印度對彼此之戰略重要性是高於經濟吸引力的。
最後就經貿利得、整體經濟戰略利益的角度來看，AIFTA 未來的實施、效 用發揮，甚至更進一步的發展，仍面臨五項挑戰。其一，印度與東協地區的經貿 合作倡議呈現出層層疊疊的多元性，這提升了協定談判、實施、管理的成本。其 二，由於 AIFTA 談判牽涉到不同經濟部門利益的取捨，利得的分配與移轉，成 為管理 AIFTA 後續效應的一項要務。其三與其四，分別為促進印度與東協地區 的連結性，以及強化印度與亞洲區域生產貿易網絡的整合程度，這兩項挑戰關係 著AIFTA 效用之發揮。其五，則是維持 AIFTA 承諾與單邊、多邊貿易自由化承 諾的一致性，方能使不同層次之自由化承諾發揮相輔相成之效果，使締約國之貿 易利得、福利獲得提升。東、印雙方對於上述六項挑戰的因應，對於 AIFTA 未 來之走向及其所引發之正負面效應，具有相當重要的影響力。
第二節 未來研究建議
AIFTA 是一新興且持續發展中的經貿合作安排，其主要的制度安排業已完 成，然而，其實施的進度，各經濟部門的利用情況，經濟、政治戰略影響的發酵，
仍處於不確定的狀態。由於時間的限制，無法持續追蹤最新的發展，並將之納入 本研究中，因此，在本研究的尾聲，將列舉出數項未來研究方向上的建議，分述 如下。

壹、服務業貿易暨投資協定的評析
服務業貿易暨投資協定已於 2013 年 12 月達成協議，目前正處於國內審查的 階段。該協定在 AIFTA 研究中具有相當的重要性，其原因有三，其一，印度在 服務業貿易的出口上具有強烈的競爭優勢；在貨品貿易協定所帶來之利得相對有 限的情況下，服務業貿易自由化的談判結果對印度而言尤其重要。其二，投資合 作的強化，能廣泛地促進東協、印度企業資金、技術、經驗上的流通，發展更全 面、緊密的經貿關係。另一方面，投資的合作的強化，也有助於印度更加整合入 區域生產貿易網絡中，進而與 AIFTA 在貿易的拓展和促進上，產生相輔相成的 效果。其三，服務業貿易自由化的幅度與廣度以及投資議題，是評估貿易協定品 質、協定夥伴間整合程度的重要指標。至目前為止，尚無法取得 AIFTA 服務貿 易暨投資協定的條文內容，因此難以對協定之內涵、品質及其經濟效應進行評 估，但也是未來值得深入探討的方向之一。
貳、AIFTA 承諾實施進度的追蹤
AIFTA 的十一個締約國，已對貨品貿易、服務業貿易、投資的自由化，進 行承諾；然而，承諾的完全實現仍充滿變數。印度與發展中國家間的協定，時常 出現巨大的實施赤字(implementation deficit)。1綜觀AIFTA 整合經驗，自由化承 諾的實施，遠落後於預先時程規劃。並且，AIFTA 貨品貿易協定的實施時程超 過十年，目前僅完成印度與汶、馬、菲、新、泰這組國家在第一類一般產品的關 稅消除，而服務業貿易暨投資協定則甫達成協議，整合承諾的完全實現仍有段相 當長的距離。協議的簽署與生效之後，承諾的實際實施是影響 AIFTA 實際經濟 效應的關鍵，因此其實施進度，是相當值得繼續追蹤的。

參、AIFTA 效用發揮的評估
除了協定承諾的充分實施，AIFTA 效用的發揮，即 AIFTA 的利用情形，以 及 AIFTA 對東協、印度經濟體與其雙邊經貿關係的實際影響，也是一項值得關 注的焦點。目前已有學者以雙邊貿易的走勢來對 AIFTA 之效用進行初步評估，
然而，這其實是一相對簡化的作法，因為參與東協印度雙邊經貿互動的企業，不 見得了解或使用 AIFTA 所提供的優惠待遇。對印度與東協地區的企業進行調 查，是了解貿易協定使用情況的方式之一，也是 AIFTA 未來研究的一個需要補 強的面向。
肆、經濟、戰略後續效應的評估
在經濟效應的部分，由於 AIFTA 生效的時日尚淺，目前對於 AIFTA 經濟效 應的討論皆集中於事前的預測與估計，本研究之第五章也已討論了 AIFTA 經濟 效應的事前估計。至於有關，AIFTA 對於東協、印度經濟體及其雙邊經貿關係 之實際影響的研究，則有賴持續追蹤，以及事後評估的進行。這是 AIFTA 研究 的一個重要方向。此外，AIFTA 在雙邊關係、區域互動上的戰略效應也持續發 酵，值得持續關注，尤其是，AIFTA 在東協、印度區域經濟共同體願景下之定 位與演變。
本研究依序探討了 AIFTA 成立的動因，追蹤了 AIFTA 制度性發展的進程與 成果，並對其發展過程、協定品質、經濟效果、戰略效應進行初步的評估，研究 發現亦已綜述於本章第一節中。然而，AIFTA 是一新近成立且仍在發展中的經 貿合作安排，因此，有關該主題之研究皆處於相對初步的階段，而其後續的發展 以及所產生之影響，皆仍有待進一步的追蹤與研究。本章的後半部分便標示出，
四個值得持續追蹤之面向，其中包括，最新制度性發展的分析、協定實施進度的 追蹤、協定使用情況與效用發揮的衡量、經濟效果與戰略效應的後續追蹤與評估 等。這些皆是本研究力有未逮之處；然而，誠如前文所言，這些面向的討論在
