九、 在台面臨的其他問題
接下來研究者討論外籍生在台灣會面臨的其他問題。根據訪談的資料所 得,外籍生在台灣除了學業上的問題之外,其他會面臨到的問題還包括有:居留 問題、行政的官僚主義、本地生對外籍生的心態問題、生活適應問題等等。以下 就分別敘述。
首先,是外籍生在居留台灣方面的問題。外籍生中有人申請了研究所,居留 證卻到期,因此他對於居留證的延期感到困擾:
「(申請)還好,倒是現在有問題,因為我有申請研究所,然後現在我的居 留是六月三十號,因為我進研究所,我就問他可不可以直接延期居留證,
他說不行,他說一定要去註冊,才可以拿到居留證,不然就是六月三十號 之前一定要出境一次台灣。」(CUA004)
外籍生來台面臨到居留問題時,是否能夠有所彈性地調整其居留證的期限?
研究者認為可能是需要有關單位加以研討的問題。就這位外籍生的狀況來說,他 如果能辦理延期,就可以度過進入研究所之前缺乏居留證的空窗期,也就可以避 免因為居留證到期,必須再花時間與金錢出境一次再回來台灣。

其次,討論的是外籍生對於學校行政單位的不滿。外籍生在處理入學申請,
以及入學之後各種關於學分、學籍、選課等等的行政事務的時候,都會與校方的 行政單位接觸。訪談中發現到,在與行政人員接觸的過程中,有些外籍生對於學 校行政人員的處理狀況並不是十分滿意。例如:
[L]et's say even sometimes the people from the administration, they're not really helpful and they're not willing to help and like I have even heard comments you know like with this lady that works in the XX Department like she once asked me why do I want to study here if I cannot speak Chinese and stuff like that and I think that's so rude you know, that's like first of all it's none of your business you know I made the decision you know and that's it you know they pay you for you to help me you know and that I find there's, yeah sometimes there's a lack of help.(CUA003)
引文中外籍生說學校的管理人員不但幫不上忙,而且也「不想要」幫忙,甚 至還會對此外籍生採取批評的態度。該外籍生的系上行政人員問他,為什麼不懂 中文還要來這裡念書?這讓該外籍生覺得非常不愉快。外籍生認為學校的行政人 員就是被聘來幫助學生的,但是行政人員卻沒有發揮到他們應盡的職責,這因此 讓他感到缺乏協助。另外也有外籍生因為沒有通過中文能力測驗,所以必須多修 四堂的中文課程。但是問題在於:
OK, then it begins, you have to go, you have to take four terms of Chinese in language department…but the problem is that there is only class from eight to ten and from ten to twelve. And you can do nothing about that,…like different levels, and you could pick like different days for, maybe different teachers even or anything, because I didn't, I didn't think that this will, it will, the system will be so rigid, but that, you know, in the end it means I cannot take the classes in the morning, which is most of the classes actually.(CUA001)
該外籍生提到學校提供的中文課程只有從八點到十點,以及從十點到十二點 兩種。沒有其他時間的選擇,也沒有難度高低的選擇,這讓他非常困擾,因為他

大部分的課程都在早上,因此沒辦法配合該中文課的時間,而且也沒辦法選擇符 合她自己中文程度的課程去修。因此他認為這整體的制度是僵化而不合理的,所 以跑去向系上行政人員反應,但是得到的回答卻是把責任推到開中文課程的語言 中心那邊:
And like when I tried to talk to the XX department, they told me that I had to deal with them, with language department, but when I tried to talk to them, they tried to send me to the XX department. … But, as a result I'm taking classes that I'm absolutely not interested in, in order to have enough credits, because I cannot take the classes that I am interested in, they are in the morning.」(CUA001)
根據引文,系上的行政人員把這個問題推給語言中心,語言中心又把問題丟 回去給系上,兩邊都不願意負責解決問題。到最後該外籍生只好選他沒興趣的 課,以便空出時間在早上選中文課,而原本開設在早上,他有興趣的課程就只能 放棄。從這個例子,可以看出外籍生的學習需求,常常是需要學校內部不同單位 之間相互配合協調才能予以解決滿足的。
另一位外籍生提到,他們學中文需要通過中文能力測驗,並且獲得證書,但 是糟糕的是,學校方面教導中文的語言中心,卻無法提供他們關於這個考試的任 何幫助:
I don't know, T-O-P, Test of Proficiency. And, I wanted to pass it. I'm studying Chinese, and I wanted to pass it…, and my friend, she's also studying Chinese, she also wanted to pass it, there was absolutely no information in the school, whatsoever, about it. And, this is the Language Center. It's their job to teach us Chinese. And, many students here they also study Chinese, and they need this certificate. And, then my friend went to the office, and the people there didn't know anything about it. And, what is more, when they found out, it turned out that it's too late to, to, to apply, to participate. So, we're like really, really, let me put it in a nice way, angry, because I was like thinking what, because this is exam that

you need to go to XXX to pass it. Only XXX has it…This is the Language Center, this is what you should be doing…(CUA008)
從外籍生的話可以發現,學校的語言中心竟然沒有中文能力測驗的相關資 訊,甚至連裡面的行政人員也不知道相關的資訊。當他們找到一些資訊,卻發現 報名日期早就過了,而使得外籍生無法申請。這讓外籍生們相當憤怒,認為一個 學校的語言中心就是主管中文學習的事務,怎麼可以對重要的中文考試資訊一無 所知,既不通知學生準備,語言中心裡面也沒有協助準備此考試的資料,顯示該 學校的語言中心專業性不足:
[W]hen I asked about the books to, to prepare I mean, I just OK, the thing is pretty old, so there are many books, but this is another problem, there are no books that would prepare you for this exam. So, we're like, OK you are creating an exam and you don't tell people how to prepare for it. But, you know, this, this was really annoying…. I think it was just
unprofessional and this is, it shouldn't have happened.(CUA008)
綜合以上所述,可以把外籍生指出的學校行政人員的缺點,歸類為以下幾 點:行政人員心態消極、單位之間彼此推卸責任、學校之間互相不配合以及語言 中心專業性不足等等。面對這些問題,學校與政府有必要作一定程度的檢討。包 括:對於行政人員進行再教育,增進其外語溝通能力,並改善其消極推諉的心態;
確立更清楚的權責規範,讓行政人員無法輕易地推卸責任;學校內部與學校之間 應該彼此多溝通,拋棄彼此的成見而建立起合作溝通的管道,至少從資訊的公開 化、透明化與彼此分享方面作起;語言中心方面,則需要加強關於中文能力測驗 方面的各種資料與資訊。
第三,討論本地人跟外籍生相處時後所產生的適應問題。外籍生在來台與台 灣人相處、交朋友之後,會對本地人的心態有較深入的了解。但有時由於文化上 的差異,使得外籍生在台灣與當地人相處時產生不適應的感受,例如覺得台灣人 較有距離感,說話較直接等。例如,有些外籍生說出他對台灣當地人的感受:

I, another impression about the people, I think people here are a little bit distant and a little bit to foreigners, yeah, they're friendly yet they're not open, you know…I will feel that people were not very helpful or like not really willing to like help you maybe because of the language barrier.

I remember one thing, is like people here is really direct, they're friendly to you, they speak really directly, but we never, like so I always listen I never hear in Japanese, you know like, because people never say that directly in Japan, so I kind of feel like really, kind of they speaking really aggressive or like really, yeah, sometime yeah…Like, even not to me, but I was, I visited some companies and they were saying like, "NiZhuTou(你 猪頭) ", 猪頭…or like you know, "NiHenBenA(你很笨啊)," like you know, it's really hurt people, even not talking to me, I got really hurt.

整體而言,關於文化上的適應問題,較少外籍生提到,但仍然是值得注意的 一個問題。
最後是外籍生在台灣的生活適應問題。外籍生常提到的生活適應問題,多是 食物,氣候,住宿,環境髒亂,生活步調快速等的問題。這些往往都是外籍生進 入台灣這個陌生的國家之後需要適應的地方。
