第五章 國際學生問卷調查分析
十三、 對台灣高等教育未來發展的期許
接下來本研究討論外籍生對於台灣高等教育的一些缺點,提出他們認為需 要改進的地方。以下分別從對學校方面的建議,以及對政府方面的建議兩點分別 敘述。
外籍生對學校方面的建議,可以分為以下幾點:改善學校的經費運用、改 善中文能力測驗、改善課程安排、改善行政效率、設計更良好的中文學習課程以 及改善補助等等。首先是改善學校的經費運用,之前提到有外籍生希望學校不要 把經費浪費在招牌、廣告等地方,要妥善地運用。另外也有外籍生支持此項說法:

「(Q:如果你可以改變政大的任何東西,你會改變什麼?)A:花錢 方式,就是因為之前不是吵過說,就是那個花,噴水池,還有那個柱 子香菇,他們都沒有用在學生。」(CUA004)
這位外籍生也認為學校把經費花在一些硬體設備上,但是卻沒有把錢花在 學生上面。因此他建議學校改善其經費的運用,把重心放在照顧學生的這方面。
其次是改善中文能力測驗。如前所述,有外籍生因為中文能力測驗的成績 不佳,而被強迫要求要加選中文語言課。但是該校的中文課只開在早上且是固定 的時間,導致他必須放棄早上原本想選擇的其他課程,而去選修中文課。這讓他 感到非常的困擾。因此該外籍生提出應該要重新檢視中文能力測驗及華語教學的 制度,讓它更有彈性,更能配合外籍生的學習需求。
第三,是改善課程安排方面的建議。有一位外籍生提到,當初入學時系上 答應前三年都是用英語授課,但是實際上該系卻無法實現他們的承諾,導致他必 須選修許多他完全無法了解的以中文授課的課程。而且這位外籍生說他們有向系 上反應此狀況,但是系上卻沒有給予正面的回應,讓他們無奈之下只好接受這個 事實:
(Q: Have you told the faculty?)We have, we have, we have had, we have even tried to have meetings with the dean of the XXX department right, he doesn't answer our letters, nothing, not a meeting, the last dean, the last director, Ms. OO had a couple of meetings with her, but it was just
meetings and talking and it never came to a conclusion, we never saw any results yeah.(Q: So, basically you guys stopped trying to communicate with them?)… Yes.(CUA003)
因此,這位外籍生建議校方與系上必須遵守承諾,增加足夠的英語授課課 程給他們選修:
I mean it's like you sign an agreement right, a contract and then that

contract is not fulfilled, so then it's a little bit of a disappointment
right….we have struggled a lot because we haven't received the amount of classes that we were promised in English and then since we've taken these Chinese classes, I mean these classes taught in Chinese, then we cannot really it demands us a lot of time, so we don't really have that much time to study Chinese anyway, so our Chinese hasn't improved that much and you know what I mean, it has been a little bit of a conflict.(CUA003)
針對此外籍生的困擾,主要是該系原本承諾的跟實際作到的不符而造成 的,因此該系必須檢討改進,不能因為種種因素就打破當初招生時的承諾,學校 也應該扮演監督的角色,不能讓各系使用不實的招生宣傳來招募外籍生,而外籍 生真的來到台灣了之後,卻發現宣傳跟事實不符,只好選修自己完全不懂的中文 授課課程。學校方面站在監督者的立場,除了應該監督系上,並要求系上開設足 夠的英語授課課程之外,也應該建立起一個能跟外籍生順暢溝通的管道,讓外籍 生遇到這類困難,向系上反應卻無法得到回應的時候,能夠轉而向校方投訴,並 獲得校方合理的處置與解決。校方能夠適時地傾聽來自學生的聲音,這才是讓外 籍生能夠在台灣安心求學的重要關鍵。
而且不只是開課需要增加英語授課,在選課系統方面也有外籍生建議要改 進,將選課系統也增加英語選課的網頁以及英語的課程資訊:
There aren't like huge problems, even though if there would be something that I would advise XXX to improve is the website. I mean I was having a problem with selecting courses, add and drop, the, the website, it's a mess.
I, I can never do it right…. The, especially the, the, the, the rest is OK, but the fact how you choose the courses is way too complicated. And, half of this is Chinese, half of it is English.(CUA008)
第四,有的外籍生建議要改善行政的效率,因為他認為學校方面的行政人 員辦事效率低落,沒有統一辦理的窗口所以可以讓行政人員互相推卸責任,這些 都是校方行政人員需要改進的地方:

I feel like of when, because I was searching the information about the Taiwanese school or something. It was so hard to find like some information is not really Tong Yi(統一), not I don't know how to...So like always feeling like really hard time like first time I come here it's like that and this time was like this. And, also many of friends having this kind of problems, so I think the information system to be smoother.(CUA002)
例如以上這段話他提到沒有統一的資訊來源,而且學校方面的資訊也不足,
溝通也不順暢。又例如行政人員不願意處理問題或者推託責任:
Problems. Yeah. This is something that I don't like here in any office: 『沒 辦法』. People don't look for solutions here; they say they can't do anything. And, this is, it's the same in Mainland China. This is pretty annoying. I mean I'm in the office, it's their job to solve that kind of a problem and they say 『沒辦法』.(CUA008)
校方行政人員的推託責任不只一位外籍生提到,像這位外籍生也提到,他在 詢問事情時,常常得到敷衍的回答:
[S]ometime here like information here is saying like this, here is saying like this and we don't know what's the truth, what's the situation.(Q: So you didn't know who was in charge of such and such?)Yeah, and even contact the person, and sometime, "That person is already quitted the job"
or like "That person is not here" or like and you, this question you have to call the number and it starts from, "Please press one" and start to know, you know even you making an international phone call you have to wait for long and maybe different number and like it takes so long. (Q: So, in terms of efficiency, you want them to make improvements in this area?)

他提出不同部門之間的溝通應該要更順暢更明確,資訊也應該要簡單明 瞭,並且統一不會令人產生困擾。但是現在的資訊卻是各說各話,讓外籍生難以 辨別。此外行政單位的權責分工也不清楚,當這位外籍生有問題想要請問的時

候,會被像踢皮球一樣踢來踢去,各個單位都不願意負責處理。因此整體來說,
他建議學校方面要制定出清楚而且統一的資訊供外籍生參考,同時在行政效率的 改善上,要增進不同部門間的溝通,提高行政人員辦事的效率,確定各部門明確 的職責分工等等。
再來是改善華語課的設計與教學。外籍生認為,加強華語課程的設計,絕 對有助於招收更多外籍生來台念中文:
Because when they arrived here, the foreign students they, that should be part of the agreement that yes we have our English language program but we expect you to study Chinese, and most students are going to want to,
the majority are going to want to, so that's fine, they'll be happy if you could say we have a Chinese study program to go with it, they'll be happy with that, the key is to make that a really good Chinese program…a designed program that's really appealing, and also pretty intense, so that you could get them up and speaking more quickly, um, and something you know somehow that's just appealing to them.(CUA009)
外籍生認為,就算是念英語學程的外籍生,大部分還是有想要學中文的意 願,因此一個設計良好的中文學習課程絕對很能吸引外籍生。除了要加強中文教 學的課程設計之外,這位外籍生也提到需要有好的老師,才能分析中文的難度,
提供較為適合外國人的教學方式。這位外籍生更提出另一個改善中文學習的方 法,那就是把中文跟學術結合,希望語言中心跟各系所合作,開設專業的學術中 文課程:
Now we're talking about Chinese learning here but the idea is can you combine that with an English program(Q: The academic training.)Right, and then this is I mentioned this to the English department you know, I've never had one single offer from this department or one professor to help me learn Chinese while I study in English, not one, and again if you want to attract some foreigners maybe to go to the English department, believe me, that should go along with it, right, and it would be more fun and more

interesting, right?(CUA009)
該外籍生認為,各系所與語言中心合作,開設專業學術用語的中文課程,
其好處是各系上的老師比較了解該系會使用到的專業術語,而語言中心則有華語 教學的專業師資,兩者彼此合作就能結合彼此的優勢,設計出最適合該系外籍生 的中文課程。
另外,也有外籍生提出,只學習一年中文是不夠的,需要長期的學習,例 如外籍生所有在台灣的五年中都在學中文,才能夠把中文學好:
I think that if the school wants to be an international school with so many international students here, they should introduce English taught programs to encourage foreign students and then the school should offer free taught Chinese and Mandarin for foreign students, because one year learning Chinese is not enough. It's good during the whole five years to learn Chinese. (CUA011)
總而言之,歸納外籍生對於中文教學的建議,包括了改善課程的設計、加 強師資、增加學中文的時間以及語言中心和各系所合作,開設專業的學術中文課 程等等。其中語言中心和各系所合作,開設專業的學術中文課程這個提議,相信 能夠有效的幫助到對於學術用語不擅長的外籍生,讓他們在課業上能夠減少許多 負擔與困擾。
有外籍生也提到關於補助的部份的想法,希望學校能補助碩士班跟博士班的 學生多一點,而且在住宿方面,也希望學校能提供適當的協助。當然在補助方面,
除了學校的經費,政府的補助也是一個很重要的來源。因此這位外籍生的建議不 只是牽涉到學校層級而已,更重要的是政府需要對外籍生補助的政策進行更多的 討論與修改,以求符合外籍生實際的需要。
討論完對學校方面的建議,接下來討論外籍生對於政府方面的建議。有的外 籍生建議政府應該提供更多台灣的資訊,而且是英文的資訊,方便讓更多外籍生

之到台灣的存在:
You just might look, again I don't really know the answers to this, um, yeah you know foreigners that got here God they need to have better information in their, English, mostly, they need to have better information about what Taiwan you know what's happening in Taiwan, development, what's really going on, they need to have better information, because in some ways I feel like I don't know that much about what's going on in Taiwan, um.(CUA009)
除了作更多宣傳之外,也有外籍生提到政府必須試圖改善居留證辦理的問 題。不只一位外籍生提到居留證辦理的手續複雜麻煩,而且無法根據外籍生特殊 的狀況而作彈性調整(例如考上研究所的外籍生可以延長居留證期限等等)。這
