第六章 結論
第二節 未來研究展望
本文針對本研究內容提出未來可能繼續深入探討的方向，這些在研究過程中 所得到的啟發，或能提供對英國外交政策發展抱有興趣者一些值得關注並研究的 議題，：第一，在分析英歐談判的過程中，本文發現以雙層賽局的理論模型和分析 框架更能忠實傳達梅伊在談判過程中所面對來自歐盟與國內的雙重壓力，因雙層 賽局強調國家與國際和國內層次的互動，均會影響其外交政策。在英歐談判的案例 中，這兩股壓力明顯相互矛盾，且均對梅伊的決策與脫歐協議具有決定性的影響 力，梅伊於英歐談判中的行為已說明她並無同時掌握雙方立場的能力，不時被任何 一方牽制，所承諾的內容又無法滿足另一方，為協議期限不斷延長的主因之一。因 此本文除了認為可以透過雙層賽局模式分析脫歐談判中英國與國內和國外行為者 的你來我往，也認為決策者分析為一有趣的研究方向，可解釋本文對於梅伊行為的 好奇與疑惑，如2017 年梅伊提前舉行大選的決定，以及在脫歐談判中的獨斷決策 模式與個人表現問題，就本文看來都是影響脫歐談判的原因，但礙於篇幅與研究方 法限制而無法往此方向深入探討，但盼能為往後的研究提供有趣的發展方向。
第二，本文對「世界的英國」政策所做出的討論，為其自 2016 年被提出以來 到2020 年之四年多來的政策發展情形，一般就長期外交政策研究而言，該時間軸 所能呈現出的政策內容與相關討論仍相當有限。本文已對過去四年來相關的政策 內涵與官方論述做出儘可能最大程度的蒐集與分析，但由於時間範圍的限制，「世 界的英國」政策發展情形仍為有限，本文也無法完全解讀出更宏觀、更有歷史關聯 性的意涵，因此本文認為若能經過一段時間後，再回頭對該議題進行觀察與分析，
能得到更多官方資料與研究報告，也必能得到更客觀、更正確和更細緻的發展脈 絡。

此外，2020 年的國際局勢變化使英國的外交政策再度轉向，對「世界的英國」
之存續埋下不確定性，因為當英國確立對中政策的方向並且欲重現英美特殊關係 的緊密合作時，表示英國以戰略和安全面向做為其對外關係的經營重點，而這與 2016 年保守黨政府提出的「世界的英國」之意義有所差異。兩者主要的差異在於 英國2020 年後所發展出的外交政策更具戰略與地緣政治思考，而非一味追求經濟 利益，主因為英中關係的惡化與英國參與美國對中國進行以全球為範圍的圍堵戰 略，使英國參與印太地區安全競爭以及成為該地區安全力量的可能性增加。這對國 內長期關注西太平洋情勢的研究單位而言，英國在印太地區安全地位的提升或可 形成一有趣的議題，可能發展的面向包括英國在印太地區軍事合作中所扮演的角 色，以及英國是否有機會藉此追求其欲成為之世界性強權，皆會是英國參與亞洲安 全事務中值得繼續探討的方向。
